Roadway Improvement Agreement or a Secured Deferred Frontage and Roadway Improvement <br /> Agreement with a deposit equivalent to the estimated construction costs prior to approval of the <br /> Improvement Plan. A$410.00 fee currently is required for processing per Development Title <br /> Table 9-240.2 in addition to a copy of the Grant Deed and an estimate for the required frontage <br /> improvements. The estimate shall be prepared by a Registered Civil Engineer with a typical <br /> section drawing on a form to be supplied by the Department of Public Works and submitted to <br /> Public Works for approval. As an option, Public Works will prepare the drawing and estimate for <br /> an additional fee of$175.00. The fee due will be based on the current fee schedule. <br /> (Development Title Section 9-1150.2) <br /> d. The Traffic Impact Mitigation Fee shall be required for this development. The fee is due and <br /> payable at the time of building permit application. The fee is currently $1,329.00 per 1,000 gross <br /> square feet of building designated as Service Commercial in the Tracy area. The fee shall be <br /> automatically adjusted July 1 of each year by the Engineering Construction Cost Index as <br /> published by the Engineering News Record. (Resolution 00-433) <br /> e. A copy of the Final Site Plan shall be submitted prior to the release of the building permit. <br /> f. Verification shall be obtained from the Solid Waste Division (468-3066) that this development has <br /> met the requirements of the Waste Plan Format for Development Projects. The Final Site Plan is <br /> required upon submittal of verification. <br /> g. All new structures and/or substantial improvements (including duct-work and all equipment and <br /> utilities) shall be elevated a minimum of one foot above the 100-year flood elevation of 11 feet <br /> NGVD. <br /> h. The proposed project is within the NPDES Phase 2 Area. Therefore, a proof of Notice of Intent <br /> (NOI) to comply with the State General Construction Permit shall be required prior to issuance of <br /> any permits. County NPDES conditions may apply depending on the time of permits. <br /> i. If water is served by a public water system, a will-serve letter from the governing entity shall be <br /> required prior to the issuance of a building permit. <br /> NOTE: Any construction activity that results in the disturbance of at least one acre of soil shall <br /> require a State NPDES construction permit. <br /> 3. ENVIRONMENTAL HEALTH DEPARTMENT (Staff Contact: Raymond Borges, 468-3284) <br /> a. Connection to an approved public water supply system is required (Development Title Section 9- <br /> 1120.2). A letter from the water supplier will be required stating that they have the capacity to <br /> serve the development and that the system meets State standards prior to the issuance of <br /> building permits (Development Title Section 9-1100.3) <br /> NOTE: The City of Tracy issued San Joaquin County a letter dated September 14, 2001, <br /> providing notice that the City of Tracy does not have water sources beyond its projected needs. <br /> A subsequent City of Tracy letter dated April 14, 2003, specific to this project, states that the city <br /> will provide water only for existing uses, and if this project proceeds, water service will not be <br /> provided. <br /> The Environmental Health Department will require the applicant to obtain public water service, in <br /> accordance with Development Title Section 9-1120.3, due to water quality and septage studies <br /> completed in November 1981, March 1983, and March 1990. <br /> San Joaquin County PA-0300116/People of Christ <br /> Community Development Page 9 <br />
