Analysis
Background
On February 4, 2010, the applicant submitted a Use Permit application that stated that domestic water
would be provided by the City of Tracy. The Department of Public Works, in a memo dated March 9, 2010,
required the applicant to provide a will-serve letter for water. The City of Tracy would not issue a will-serve
letter.
