Ytid Study—LID Annexation <br /> ENVIRONMENTAL IMPACT CHECKLIST: <br /> An environmental impact checklist and accompanying analyses follow in Section 2 of this Initial Study. <br /> EARLIER ANALYSES AND INCORPORATION BY REFERENCE: <br /> The California Environmental Quality Act(CEQA) provides for the use of earlier environmental analyses <br /> where, pursuant to the tiering, program EIR, or other provisions of CEQA, environmental effects may be <br /> considered adequately analyzed in an earlier EIR or Negative Declaration. <br /> Under Section 15051 (d) of the Government Code (CEQA Guidelines) both San Joaquin County and the <br /> San Joaquin County Local Agency Formation Commission (LAFCo)will act as co-lead agencies for this <br /> Project. In the previous River Islands SEIR and other City infrastructure related EIRs, the City of <br /> Lathrop has been the lead agency. With the original formation of the LID and the adoption of its sphere <br /> of influence, LAFCo was the lead agency and adopted a Mitigated Negative Declaration in 2001. Since <br /> Public Utilities Code Section 9607(e) requires a County to be lead agency for environmental analysis <br /> related to electrical service facility construction and service provision, this Initial Study is being drafted <br /> and processed by both San Joaquin County under the applicable PUC code section and by LAFCo, by <br /> virtue of its lead agency status with the previously adopted initial study/negative declaration in 2001. <br /> The environmental effects of the LID annexation and the provision of services to the River Islands Project <br /> were addressed in previous environmental documents certified by the Lathrop City Council and in the <br /> negative declaration adopted previously by LAFCo. The purpose of this Initial Study is to determine <br /> whether there are new or substantially more severe environmental impacts relating to the LID's provision <br /> of services to the River Islands project. The previous General Plan and River Islands EIRs, cited below, <br /> encompassed and addressed the environmental effects of the proposed River Islands project, and along <br /> with several other recent EIRs provide sufficient analysis for the proposed LID annexation. LID is only <br /> one of several possible service providers that may provide water, sewer, recycled water, electric and <br /> telecommunication services to the River Islands development. LID is merely an alternative to other <br /> service providers that may also serve this development, e.g., the City of Lathrop and Pacific Gas and <br /> Electric. Because the impacts associated with the actual provision of services and construction of certain <br /> facilities were analyzed previously, the alternative of making LID the service provider(which is the <br /> subject of this annexation)triggers no new or substantially more severe impacts. <br /> In accordance with Sections 15153 and 15162 of the State CEQA Guidelines, this Initial Study <br /> incorporates by reference those prior documents included in the various "References" sections located in <br /> Section 2 of this document and finds that there are no new or potentially more adverse impacts previously <br /> analyzed. The referenced documents are referenced and elements are discussed and summarized <br /> throughout this Initial Study. Copies of each of these documents are available for review at the City of <br /> Lathrop Community Development Department Planning Division, 390 Towne Centre Drive, Lathrop, <br /> California 95330 (209/941-7290), San Joaquin County LAFCO, 1860 Hazelton Avenue, Stockton, <br /> California 95205 (209/488-3198)or the San Joaquin County Community Development Department, 1810 <br /> E.Hazelton Avenue, Stockton,California 95205 (209/468-3124). <br /> The subsequent checklist and the following narrative(1) identifies the environmental effects of the project <br /> that are within the scope of, and adequately analyzed in the earlier EIR documents, and (2) indicates <br /> whether such effects were addressed by mitigation measures identified in the earlier analysis. The <br /> checklist and narrative also identify whether the proposed project would involve any new significant <br /> environmental effects, or environmental effects that would be substantially more severe than those <br /> identified in the General Plan,River Islands EIR or other previous certified EIRs. <br /> 8 <br />
