(Arcadis) recently reviewed the Initial Environmental Study and Phone, <br /> 714,508.2677 <br /> Mitigated Negative Declaration for the proposed corn packing facility located on <br /> the southeast corner of Lehman and Ahern Roads,approximately 5 miles Email: <br /> southeast of the City of Tracy. The information contained in this letter may help Allen.Just@arcadis.com <br /> you in planning this project and to understand something about Chevron's former <br /> pipeline operations in San Joaquin County,as residual weathered crude oil, <br /> abandoned pipeline, and asbestos-containing materials(ACM) could potentially <br /> be encountered during subsurface construction activities in the vicinity of this <br /> former pipeline location within the existing former pipeline right of way (ROW). <br /> Portions of the former Old Valley Pipeline (OVP) and Tidewater Associated Oil <br /> Company(TAOC) pipelines existed in the vicinity of the proposed project area. <br /> These formerly active pipelines were constructed in the eady 1900s and carded <br /> crude oil from the southern San Joaquin Valley to the San Francisco Bay Area. <br /> Pipeline operations for the OVP ceased in the 1940s and in the 1970s for the <br /> TAOC pipelines, at which point the pipelines was taken out of commission. The <br /> degree and method of decommissioning varied: in some instances,the pipelines <br /> were removed,while in others it remains in place. Because these pipelines have <br /> been decommissioned,with the majority of pipelines having been removed, it is <br /> not readily identified as underground utilities through the Underground Service <br /> Alert North System or ublity surveys. Figure 1 illustrates the location of the <br /> former OVP and TAOC ROWS with respect to the proposed project area.
