PA-1800266(FC Tracy Holdings, LLC proposed corn packing facility)
Chevron Environmental Management Company Date:
Historical Pipeline Portfolio—Bakersfield to Richmond December 2,2019
Contact:
Dear Mr. Girardi: Allen Just
On behalf of Chevron Environmental Management Company (CEMC), Arcadis
U.S., Inc. (Arcadis) recently reviewed the Initial Environmental Study and Phone,
714,508.2677
Mitigated Negative Declaration for the proposed corn packing facility located on
the southeast corner of Lehman and Ahern Roads, approximately 5 miles Email:
southeast of the City of Tracy. The information contained in this letter may help Allen.Just@arcadis.com
you in planning this project and to understand something about Chevron's former
pipeline operations in San Joaquin County,as residual weathered crude oil,
abandoned pipeline, and asbestos-containing materials(ACM) could potentially
be encountered during subsurface construction activities in the vicinity of this
former pipeline location within the existing former pipeline right of way (ROW).
Portions of the former Old Valley Pipeline (OVP) and Tidewater Associated Oil
Company(TAOC) pipelines existed in the vicinity of the proposed project area.
These formerly active pipelines were constructed in the eady 1900s and carded
crude oil from the southern San Joaquin Valley to the San Francisco Bay Area.
Pipeline operations for the OVP ceased in the 1940s and in the 1970s for the
TAOC pipelines, at which point the pipelines was taken out of commission. The
degree and method of decommissioning varied: in some instances, the pipelines
were removed, while in others it remains in place. Because these pipelines have
been decommissioned, with the majority of pipelines having been removed, it is
not readily identified as underground utilities through the Underground Service
Alert North System or ublity surveys. Figure 1 illustrates the location of the
former OVP and TAOC ROWS with respect to the proposed project area. The
location of the pipelines shown on Figure 1 is based on historical as-built
drawings and the approximated posifionall accuracy of the alignments is generally
Page:
1/2
