PRESENT AND PAST USE OF THE SITE <br /> An interview in the form of a completed questionnaire was conducted with Mr. Art <br /> Haskins to determine the history of the site. Mr. Haskins stated that he and his wife own the <br /> ` property and indicated that he knows of only one other owner, Mr. Jerry Forster. As far as Mr. <br /> Haskins knows,the property has always been used for cattle grazing. W. Haskins has stated that <br /> he bought the subject property about two years ago,however, he had leased the land for the last <br /> r five or six years. <br /> Presently,the subject property is used for cattle grazing and is vacant. The only <br /> improvement to the property is an unimproved road that encircles the parcel. <br /> IV. SURROUNDING USAGE <br /> The subject property is bounded by other properties on all four sides, no roads bound the <br /> property. There are grazing lands to the north, west and east. To the south there are residences, <br /> vacant land, grazing land and a private property used as a refuse receptacle. The refuse receptacle <br /> property is south ofthe west quarter of the subject property and includes abandoned vehicles, old <br /> tatks�erous 55 gallon drums, numerous tires and three aboveground storage tanks. <br /> The San Joaquin County Community Development Department indicates the area is within <br /> 6. the AG-80 zone which is agricultural in nature with a minimum parcel size of eighty acres. <br /> A search of relevant septic system and well permit records from the files of the San <br /> Joaquin County Environmental Health Division was conducted for addresses near 20499 East <br /> ` Liberty Road.
