Hazelton Ave. <br /> Stockton, CA 95205 <br /> Subject: PA-0500554 (Lowell Rathe) <br /> Dear Ms.Allen: <br /> The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the project referenced <br /> above and we suggest that a Negative Declaration would be appropriate in addressing only air quality <br /> related issues. The entire San Joaquin Valley Air Basin is designated non-attainment for ozone and <br /> particulate matter (PM10 and PM2.5). Preliminary analysis indicates that this project alone would not <br /> generate significant air emissions. However, the increase in emissions from this project, and others like it, <br /> cumulatively reduce the air quality in the San Joaquin Valley. A concerted effort should be'made to <br /> reduce project-related emissions as outlined below: <br /> The Application Referral should have included more precise detail of the project, specifically, a more <br /> detailed description of the driveway and parking area and further explanation of type of equipment sales <br /> and repair will occur at the facility. Based on the information provided, the proposed project will be subject <br /> to the following District rules. This project may be subject to additional District rules and regulations. To <br /> identify additional rules and regulation that may apply to this project, or for further information, <br /> the applicant is strongly encouraged to contact the District's Small Business Assistance Office at <br /> (209) 557-6446. Current District rules can be found at http://www.vallevair.orglrules/1 ruleslist.htm. <br /> The following items are rules that have been adopted by the District .o reduce emissions throughout tile <br /> San Joaquin Valley, and are required. The County of San Joaquin should be aware that District rules are <br /> not considered mitigation, which is optional, but instead are requirements that must be applied. <br /> Regulation VIII (Fugitive PM10 Prohibitions) Regulation VIII (Rules 8011-8081) is a series of rules <br /> designed to reduce PM10 emissions (predominantly dust/dirt) generated by human activity, including <br /> construction, road construction, bulk materials storage, landfill operations, etc. <br /> Rule 8021 If a non-residential site is 1.0 to less than 5.0 acres, an owner/operator must provide <br /> written notification to the District at least 48 hours prior to his/her intent to begin any earthmoving <br /> activities as specified in Section 6.4.2.
