C, <br /> PC: 10-7-93 <br /> ZR-93-5 <br /> RECOMMENDATION <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Forward Zone Reclassification Application No. ZR-93-5 to the Board of Supervisors with a <br /> recommendation for approval based on the'Bases for Zone Reclassification' contained in the <br /> staff report. <br /> BASES FOR ZONE RECLASSIFICATION <br /> 1. The proposed zone district is consistent with the General Plan, any applicable Master Plan, and <br /> any applicable Specific Plan. <br /> • This determination can be made for the proposed Zone Reclassification because the <br /> C-X zone is an appropriate and consistent implementing zone for the General <br /> Agriculture General Plan designation. No Master Plans or Specific Plans apply. In <br /> addition, this proposal is consistent with Implementation No. 14, Page IV-14, of <br /> Volume I of the General Plan. <br /> 2. The proposed zone district is reasonable and beneficial at this time. <br /> • This determination can be made because rezoning the subject property would allow <br /> development that is consistent with the existing General Plan designation. <br /> PROJECT DESCRIPTION <br /> The applicant is proposing a Zone Reclassification of one acre from AG-80 (General Agriculture) to C-X <br /> (Crossroads Commercial) to enlarge an existing C-X area to 6.11 acres. This site is located on the <br /> southeast comer of Liberty Road and State Route 88, northeast of Clements. The underlying projects are <br /> a Lot Line Adjustment (being processed concurrently at staff level), a mobile home residence, and <br /> expansion of the current boat storage facilities. <br /> I <br /> I <br /> -3- <br />
