PC: 10-7-93 <br /> ZR-93-5 <br /> STAFF ANALYSIS <br /> BACKGROUND: <br /> Because of the continuous historic commercial use of the existing five-acre site, it has had a commercial <br /> designation for many years. With implementation of the 2010 General Plan and Zoning, this site was <br /> designated General Agriculture with a consistent implementing zone of C-X (Crossroads Commercial). <br /> Currently, the site has boat storage, boat repair, and some minor sales of beverages and fishing tackle. <br /> POLICY CONSIDERATIONS: <br /> The Commercial Development policies of the General Plan states that Crossroads Commercial areas shall <br /> be: <br /> a. Located at an intersection on a Minor Arterial or roadway of higher Classification; <br /> b. Located at least two miles from the nearest area serving a Crossroads Commercial function or <br /> a planned neighborhood or community commercial area; <br /> C. Limited to one comer of an intersection; and <br /> d. Able to function safely on a septic system with an individual water well. <br /> This proposal meets the above criteria. <br /> The Agricultural Lands policies of the General Plan state that non-farm uses shall be compatible with <br /> agricultural operations and shall satisfy the following criteria: <br /> a. The use requires a location in an agricultural area because of unusual site area requirements, <br /> operational characteristics, resource orientation, or because it is providing a service to the <br /> surrounding agricultural area; <br /> b. The operational characteristics of the use will not have a detrimental impact on the management <br /> or use of surrounding agricultural properties; <br /> C. The use will be sited to minimize any disruption to the surrounding agricultural operations; and <br /> d. The use will not significantly impact transportation facilities, increase air pollution, or increase fuel <br /> consumption. <br /> This proposal satisfies the above criteria. <br /> Implementation No. 14, Reclassifications (Page IV-14 of Volume I of the General Plan), states: <br /> In reviewing an application for a zone reclassification of land to an urban use, the following criteria <br /> should be considered: <br /> 5- <br />
