PA-0500563 OF KENNETH <br /> ROBBERS (APN: 007-020-07) (7675 E. LIBERTY ROAD, GALT) <br /> The applicant has submitted the above referenced Site Approval pre-application for an <br /> outdoor radio controlled model airplane sports club. The project includes a 45,500 <br /> square foot runway, 18,750 square foot pit area, 1,200 square foot canopy cover, 320 <br /> square foot storage container, and a 20-space parking area. The property is zoned AG- <br /> 40 (General Agriculture, 40 acre minimum) and has a General Plan designation of A/G <br /> (General Agriculture.) <br /> The project site is located on the northeast corner of East Liberty Road and Dustin <br /> Road, north of Lodi. <br /> The Community Development Department has reviewed the proposed Site Approval <br /> pre-application and offers the following comments: <br /> Riparian Habitat <br /> The northeastern boundary of the project site is Dry Creek. Riparian habitat exists near <br /> Dry Creek. Development Title section 9-1510.5 states that parallel to any natural bank <br /> of a waterway, a natural open space for riparian habitat and waterway protection shall be <br /> maintained to provide nesting and foraging habitat and the protection of waterway <br /> quality. The minimum width of the open space shall be one-hundred (100) feet, <br /> measured from the mean high water level of the natural bank or fifty (50) feet back from <br /> the existing riparian habitat, whichever is greater. If the project is submitted for a full <br /> application, the open space for the existing riparian habitat must be shown on the <br /> Tentative Map. The applicant is proposing to place the runway and buildings for the <br /> airplane club in the southern portion of the parcel. This should not cause an impact on <br /> existing riparian areas. <br />
