25 June 2014
AGE Project No. 14-3062
4.0. HISTORICAL USE
The history of the subject property from as early as 1914 to present was researched by
reviewing aerial photographs, topographic maps, San Joaquin County Building
Department records and a personal interview. Based on a review of historical records,
the property has been utilized as residential property since at least 1957.
Representative historical documents are included in Appendix B.
4.1 . SANBORN FIRE INSURANCE MAPS
Sanborn Fire Insurance maps were developed in the late 1800s and early 1900s for use
as an assessment tool for fire insurance rates in urbanized areas but are now utilized as
a valuable source of historical and environmental risk information. EDR owns the largest
collection of Sanborn Fire Insurance Maps. AGE requested EDR to provide any
Sanborn Fire Insurance Maps that might cover the subject property. Sanborn Fire
Insurance Map coverage is not available for the subject property.
4.2. AERIAL PHOTOGRAPHS
AGE reviewed aerial photographs of the subject property and surrounding area
provided by EDR for the years 1937, 1957, 1963, 1975, 1982, 1993, 1998, 2005, 2006,
2009, 2010, and 2012. The following is a summary of our review of the aerial
photographs:
Year(s) Aerial Photo Summary
1937 No structures are visible on or immediately adjacent to the property. Surrounding
use appears to be largely rural.
1957 A small structure(s) is visible on the property and structures are visible on adjacent
properties. Franklin High School is visible to the east.
1963 A small structure(s) is visible on the property and structures are visible on adjacent
properties; additional structures are visible in the surrounding area. Franklin High
School is visible to the east and highway on- and off-ramps from highway 99 to
Fremont Street are now visible.
1975, 1982, Multiple structures are visible on the property; structures resemble the current
1993, 1998 layout of the property. The surrounding area is mostly residential with many
structures (residences) visible. Additionally, large rectangular buildings
(warehouse buildings) are visible north of Fremont St.
2005, 2006,
2009, 2010, Aboveground vertical storage tanks are visible from an oil bulk plant facility located
2012 approximately 3,000 feet west of the site.
Advanced GeoEnvironmen ta1.Inc.
