Noise <br /> Development Title Table 9-1025.9 Part I lists Child Care Services-Child Care Centers as a noise <br /> sensitive land use for outdoor activity areas. However, the General Plan Projected CNEL <br /> Contour Distances for Stockton (Table IIID-5B, General Plan Vol. III, page IIID-40) does not list <br /> Lincoln Road as a roadway with noise contours. Maximum sound level eminating from the child <br /> care cannot exceed 70 dB between 7:00 a.m. and 10:00 p.m. Before 7:00 a.m., Development <br /> Title Table 9-1025.9 Part II lists 45 d6 as the maximum allowable noise exposure between 10:00 <br /> p.m. and 7:00 a.m. Per the Use Permit Application, the proposed operating hours for the child <br /> care is from 6:30 a.m. to 6:00 p.m., and thus, noise levels from the child care facility are expected <br /> to be within allowable limits. <br /> Screening <br /> According to Development Title Section 9-1022.4[d], commercial projects that abut a residential <br /> zone, an area shown on the General Plan for residential use, or an existing residential use, a <br /> solid masonry wall six (6) feet to seven (7) feet in height shall be required. As a result, a solid <br /> masonry wall six (6) to seven (7) feet in height shall be erected along the perimeter of the <br /> property, excluding the northern property line. <br /> Traffic <br /> Lincoln Road has an existing right-of-way of fifty (50) feet and a planned right-of-way of fifty (50) <br /> feet. The project is expected to create an additional sixty (60) trips per day. The Department of <br /> Public Works states that the additional traffic generated as a result of this project will not require a <br /> traffic study. <br /> Access <br /> The access driveway off of Lincoln Road shall have a width of no less than twenty-five (25) feet <br /> for two-way aisles and sixteen (16) feet for one-way aisles, except that in no case shall driveways <br /> designated as fire department access be less than twenty (20) feet wide (Development Title <br /> Section 9-1015.5). The applicant is proposing a twenty (20) foot wide, one-way circular driveway <br /> that includes nine (9) feet of parking space. A revised site plan will be required showing a sixteen <br /> (16) foot wide (twenty (20) foot wide in the case of a fire road) driveway and separately, nine (9) <br /> feet by twenty (20) feet parking spaces. In addition, the City of Stockton Public Works <br /> Department will not support the project and will not allow the proposed new driveway access to <br /> Lincoln Road per City of Stockton Municipal Code Section 16-310.030. The applicant will need to <br /> contact the City of Stockton to resolve this matter and submit a revised Site Plan. <br /> Parking <br /> Development Title Table 9-605.2 requires 0.2 parking spaces per child and 0.67 parking spaces <br /> per employee for the use type Child Care Services: Child Care Center. As a result, a minimum of <br /> nine (9) parking spaces are required for the proposed project. Development Title Section 9- <br /> 1015.9 allows the Community Development Department to modify the parking requirements when <br /> the requirements of the Chapter may be considered insufficient or excessive. The applicant has <br /> requested a reduction in the required parking spaces to require a total of seven (7) spaces. The <br /> parking requirements in regards to this project are not deemed excessive in regards to the <br /> 2 <br />
