EXHIBIT <br /> CONDITIONS OF APPROVAL <br /> UP-98-14 <br /> 1. COMMUNITY DEVELOPMENT DEPARTMENT: (Staff Contact: Kai Luoma, 468-9567) <br /> a. BUILDING PERMIT: Submit an "APPLICATION-COMMERCIAL BUILDING PERMIT.' The <br /> Site Plan required as a part of the building permit must be prepared by a registered civil <br /> engineer or licensed architect. This Plan must show drainage, driveway access details <br /> (Including gates), on-site parking, landscaping, signs, existing and proposed utility services, <br /> and grading (refer to the'SITE PLAN CHECK LIST'for details). A fee is required for the Site <br /> Plan review. (Development Title Section 9-884) <br /> 1. Prior to the issuance of the first building permit. Basalite shall cause to be recorded an <br /> "Agreement for Removing a portion of Buildings 12 and 13'. Prior to recordan said <br /> Agreement, the form and content of the Agreement shall tie prepared to the matual <br /> satisfaction of Basalite, and the Community Development Directors of the City of Tracy <br /> and San Joaquin Countv. <br /> b. MERGER: The two parcels contained in the project site shall be merged prior to approval of <br /> any building permits. <br /> c. APPROVED USE: This approval is for the expansion of an existing concrete products <br /> manufacturing plant in two phases over five years as shown on the Plan submitted August 18, <br /> 1998. Phase 1 (structures 12, 20, 22) building permits shall be obtained within 18 months <br /> from the effective date of approval. Phase 2 (structures 13-19, 21, 23, 24) building permits <br /> shall be obtained within 60 months from the effective date of approval. <br /> d. STORM DRAINAGE: Storm water drainage shall be retained on the site. The drainage <br /> pattern and corresponding storm drain improvements shall be shown on the Site Plan. <br /> Drainage calculations prepared by a registered civil engineer or architect shall be included. <br /> e. PARKING: Off-street parking shall be provided and comply with the following: <br /> (1) All automobile and truck parking spaces and all major circulation drive lanes <br /> (automobile and truck) shall be surfaced and permanently maintained with base <br /> material of appropriate depth and asphalt concrete or Portland cement concrete to <br /> provide a durable, dust-free surface. Bumper guards shall be provided where <br /> necessary to protect adjacent structures or properties.
