Surface&Subsurface Contamination Report Page 6 <br /> 700W.1-inn Rd.,Tracy <br /> Project No. 662.1 <br /> February 11, 2013 <br /> 1.0 INTRODUCTION <br /> 1.1 Purpose <br /> The purpose of this Surface and Subsurface Contamination Report is to evaluate the current <br /> and past uses of the Property as well as nearby off-site facilities in order to assess the <br /> potential for the subject Property to have been impacted by contamination that could pose a , <br /> threat to human health. The requirements of the report are promulgated by San Joaquin <br /> County Development Title 9-905, Section 12. <br /> The ordinance outlines the scope of work to be completed for properties proposed residential <br /> zoning. The Surface and Subsurface Contamination Report is intended to evaluate and <br /> potential source contamination caused by past or current uses of the subject Property. The <br /> report is to include the following elements: <br /> • Description of the Property <br /> • Discussion of past, present, and proposed uses <br /> • Identification of past and current sources of contamination <br /> • Evaluation of potential contaminant sources <br /> • Conclusions regarding potential contamination <br /> • Recommendation regarding additional work <br /> The scope and purpose of the Surface and Subsurface Contamination Report has many <br /> aspects in common with a Phase 1 Environmental Site Assessment (ESA), but is somewhat <br /> different in the application and the details. The use of the term "recognized environmental <br /> condition' is, however, used in the report and bears the same meaning as used in a Phase I <br /> ESA. <br /> This report is similar in many respects to a Phase I Site Assessment. The commonly <br /> accepted standard for the completion of Phase I ESAs is outlined by the American Society <br /> for Testing and Materials (ASTM) in their Standard (E-1527, Standard Practice or <br /> Environmental Site Assessments: Phase I Environmental Site Assessments Process. The <br /> purpose of this process is to identify, to the extent feasible and practical in the time frame <br /> allowed during the completion of a property transaction, the presence or absence of <br /> "recognized environmental conditions". That standard defines a recognized environmental <br /> condition as: <br /> "the presence or likely presence of any Hazardous Substance or Petroleum Product <br /> on the Property under conditions that indicate an existing release, a past release, or <br /> a material threat of a release of any Hazardous Substance or Petroleum Product into <br /> structures on the property or into the ground, groundwater or surface water of the <br /> Property." <br /> 2937 Veneman Ave.,#B240 Geo-Phase Environmental Inc.
