Item No. 5
PC: 1-7-93
MS-92-175
Page 2
• This Finding can be made because an Initial Study prepared for this project did not
Identify any potentially significant impacts on the environment.
6. The design of the subdivision or type of improvement is not likely to cause significant public
health problems.
• This Finding cannot be made because the proliferation of septic systems in an urban
community may create public health problems. If nitrates from septic systems pollute
the shallow water aquifers, the private wells would have to be replaced by a public
water system which could tap the deeper aquifers and ensure a potable water supply.
While this is not considered a significant impact relative to the environment, it would
have a significant Impact on scarce public health fiscal resources.
7. The design of the subdivision or the type of improvements will not conflict with easements
acquired by the public at large for access through or use of property within the proposed
subdivision.
• This Finding can be made because no easements for the public at large exist on the
site.
8. Any land or improvement to be dedicated to the County is consistent with the General Plan, any
applicable Speck Plan and Special Purpose Plan, and any other applicable plan adopted by the
County.
• This Finding cannot be made because this proposal would Inhibit the creation of a
master circulation plan for the area.
9. The design of the subdivision provides,to the extent feasible, for future passive or natural heating
or cooling opportunities in the subdivision, as required by Government Code 66473.1.
• This Finding can be made because the proposed lots are large enough to provide for
the proper solar orientation of future dwellings.
10. Existing physical conditions make limiting the length of the proposed cul-de-sac to 660 feet.
impractical.
• This finding cannot be made because a master circulation plan could provide for
secondary access.
PROJECT DESCRIPTION
The applicant is requesting a Minor Subdivision to subdivide a 10.7-acre parcel into four parcels. Parcels
1, 2, and 3 are to be 2.12 acres each. Parcel 4 is to be 2.8 acres. Proposed access for Lots 2, 3, and
4 is by Linne Road via a 50-foot-wide right-of-way. Lot 1 has access by frontage on Linne Road.
Proposed water supply, sewage disposal, and storm drainage are by individual private wells, septic
systems, and natural drainage.
