If nitrates from septic systems pollute <br /> the shallow water aquifers, the private wells would have to be replaced by a public <br /> water system which could tap the deeper aquifers and ensure a potable water supply. <br /> While this is not considered a significant impact relative to the environment, it would <br /> have a significant Impact on scarce public health fiscal resources. <br /> 7. The design of the subdivision or the type of improvements will not conflict with easements <br /> acquired by the public at large for access through or use of property within the proposed <br /> subdivision. <br /> • This Finding can be made because no easements for the public at large exist on the <br /> site. <br /> 8. The design of the subdivision provides,to the extent feasible,for future passive or natural heating <br /> or cooling opportunities in the subdivision, as required by Government Code 66473.1. <br /> • This Finding can be made because the proposed lots are large enough to provide for <br /> the proper solar orientation of future dwellings. <br /> 10. Existing physical conditions make limiting the length of the proposed cul-de-sac to 660 feet. <br /> impractical. <br /> • This finding cannot be made because a master circulation plan could provide for <br /> secondary access. <br /> PROJECT DESCRIPTION <br /> The applicant is requesting a Minor Subdivision to subdivide a 10.7-acre parcel into four parcels. Parcels <br /> 1, 2, and 3 are to be 2.12 acres each. Parcel 4 is to be 2.8 acres. Proposed access for Lots 2, 3, and <br /> 4 is by Linne Road via a 50-foot-wide right-of-way. Lot 1 has access by frontage on Linne Road. <br /> Proposed water supply, sewage disposal, and storm drainage are by individual private wells, septic <br /> systems, and natural drainage. <br />
