F E RECONNAISSANCE AND INTERVIEWS g site specific information was obtained from direct observations and an interview with rf. A final inspection of the property was conducted on December 3, 2003. The walnut trees that were removed last year had not been farmed for the previous five years. Before this time, Mr. Roger Elissagaray farmed the walnut trees on the subject parcel. Therefore, there has been no agricultural inputs such as agrichemicals or fertilizers applied to this land for the last six years. The following non-hazardous materials were noted on the property: three tires, a 30 gallon empty trash container, a 5 gallon broken bucket,two broken chairs, an empty fertilizer bag, wood, plastic, paper, plastic glass and metal. No evidence of drug manufacturing or the dumping of chemicals was observed. An electrical transformer exists on the south side of Linne Road, directly across from the subject property and appears to have been in-place for many years. It is unknown if this transformer contains polychloride biphenyls (PCBs). Although no indication was noted of external oil leakage, if the transformer oil contains PCBs and there was a leak or explosion, it would be the responsibility of the transformer owner to mitigate environmental contamination. V. AGRICULTURAL PESTICIDE DOCUMENTATION Agricultural pesticide documentation was obtained from the San Joaquin County Agricultural Commissioners's Office which retains pesticide Operator Identification Numbers, Restricted Materials Permit and Use Reports for the County. Environmental Fate Data for the pesticides possibly used on the property was obtained from the U.C. Davis and Oregon State University Extoxnet System. The following chart illustrates that according to the Ag Commissioners's records, Mr. Ellissagaray has not applied any of the agrichemical materials to the subject parcels over the past five years. Applicable and available Environmental Fata Data of the materials applied by Mr. Ellissagaray prior to this time is listed with the data found in the Appendix. The data indicates most of the applied pesticides have comparatively short half-lives, except Paraquat and DDT. Although DDT was banned in 1972, its presence in San Joaquin Valley soils is indicative of its long half-life of 15.6 years. Environmental fate data for DDT, DDE and DDD is also found in the Appendix.
