(MS-94-18)
Dear Mr. Martin:
The San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) has
reviewed the project referenced above and offers the following comments:
San Joaquin Valley's air quality has been designated nonattainment by the EPA and
the California Air Resources Board for the following pollutants, PM10 (fine particulate
matter) and 0, (ozone). The California Clean Air Act (AB2595), requires areas that are
designated nonattainment to reduce emissions 5% annually until standards are met.
A Negative Declaration is appropriate for this project from an air quality perspective.
However, a concerted effort should be made to reduce project emissions when
development occurs, as outlined below:
The following items are rules that have been adopted by the SJVUAPCD to reduce
emissions throughout the San Joaquin Valley, and are required:
• District Rule 4901 - Residential Wood Burning regulates the sale, installation
and transfer of wood burning devices, and establishes a public education and
voluntary wood burning curtailment program intended to reduce emissions of
carbon monoxide and PM10.
• District Rule 4902 - Residential Water Heaters regulates the sale and installation
of natural gas-fired water heaters to limit the emissions of oxides of nitrogen.
David L Crow
Esecutire Director Air Pollution Control Officer
Northern Region Central Region Southern Region
