When fully <br /> developed, it is anticipated that several winemakers will lease space from the property owner/operator. <br /> All the wastewater will be discharged to a single wastewater treatment system. A distillery will not be <br /> operated at the site. A small amount of grape crushing occurred last year and approximately 65,000 <br /> gallons of wastewater is contained in above ground concrete storage tanks. The winery has approximately <br /> two million gallons of storage tank space available. <br /> Winery wastewater contains chemicals that can degrade surface and groundwater quality if not properly <br /> handled and disposed of. Therefore, Waste Discharge Requirements (WDRs)must be adopted by the <br /> Regional Board before any wastewater can be discharged. To obtain WDRs, you must first submit a <br /> Report of Waste Discharge (RWD). <br /> Consistent with California Water Code Section 13260, you are required to submit a complete RWD at <br /> least 120 days prior to discharging wastewater. Adoption of the WDRs can take longer than 120 days <br /> depending on the completeness of the RWD. You are encouraged to submit the RWD as soon as possible <br /> so that adoption of the WDRs does not delay your ability to operate during the crush season. Discharging <br /> wastewater without first securing WDRs is a violation of the California Water Code and exposes the <br /> discharger to enforcement actions, including fines. <br /> This letter constitutes a formal request for a Report of Waste Discharge (RWD) for the Lockeford Winery. <br /> An RWD consists of the Form 200 Application/Report of Waste Discharge General Information <br /> (enclosed), a filing fee, and the answers to the Additional Questions. The RWD shall be prepared in a <br /> technical report by a California Registered Engineer. The RWD, at a minimum, shall address the <br /> Additional Questions; it shall also include any additional information required to explain the site specific <br /> processes. <br /> The filing fee is based on the threat and complexity of the discharge, as described in the enclosed filing <br /> fee schedule.
