WASTE DISCHARGE REQU$tEMENTS ORDER NO. `J -4- <br /> KELLOGG SUPPLY, INC.,DBA CASCADE FOREST PRODUCTS <br /> SAN JOAQUIN COUNTY <br /> Analyte Units Concentration <br /> TPH-Diesel mg/l <0.05 <br /> BTEX mg/l <0.0005 <br /> 15. Groundwater exists approximately 110 feet below ground surface. Groundwater flow <br /> direction has not been established. <br /> 16. Domestic wastewater is piped to the Lockeford wastewater treatment system. <br /> 17. Surrounding land uses are primarily industrial and agricultural. <br /> 18. The Board adopted a Water Quality Control Plan, Fourth Edition, for the Sacramento River <br /> and San Joaquin River Basins (hereafter Basin Plan), which contains water quality <br /> objectives for waters of the Basins. These requirements implement the Basin Plan. <br /> 19. The nearest surface water drainage to the facility is the Mokelumne River. The site is <br /> located outside the 100-year flood zone. <br /> 20. The beneficial uses of the Mokelumne River from Comanche Reservoir to the Delta are <br /> municipal and domestic supply; irrigation and stock watering; contact and non-contact <br /> recreation; warm and cold freshwater habitat; warm water migration; warm and cold water <br /> spawning habitat; and wildlife habitat. <br /> 21. The beneficial uses of underlying groundwaters are municipal, industrial, and agricultural <br /> supply. <br /> 22. The Board has considered antidegradation pursuant to State Board Resolution No. 68-16 <br /> and finds that not enough data exists to determine whether this discharge is consistent with <br /> those provisions. Therefore, this Order provides a timeline for data collection to <br /> determine whether the discharge will cause an increase in groundwater constituents above <br /> that of background levels. If the discharge is causing such an increase, then the <br /> Discharger may be required to cease the discharge, implement source control, change the <br /> method of disposal, or take other action to prevent groundwater degradation. <br /> 23. On 12 July 2000, the San Joaquin County Community Development Department adopted a <br /> Negative Declaration for this facility in accordance with the California Environmental <br /> Quality Act (CEQA) (Public Resources Code 21000, et. seq.) and the State CEQA <br /> guidelines. <br /> 24. This discharge is exempt from the requirements of Consolidated Regulations for <br /> Treatment, Storage, Processing, or Disposal of Solid Waste, as set forth in Title 27, CCR, <br /> Division 2, Subdivision 1, Section 2005, et seq., (hereafter Title 27). The exemption <br /> pursuant to Section 20090(b), is based on the following: <br /> a. The Board is issuing waste discharge requirements, <br /> b.
