The project site is located on the south side <br /> of Locke Road, 1900 feet west of State Route 12 and 88, southwest of Lockeford. <br /> Caltrans has circulated the above referenced project through our normal interdepartmental review <br /> process. We offer the following comments: <br /> • Based on the proposed project Caltrans will require a Traffic Study to address the traffic <br /> impacts at specific locations. The analysis should include the following in terms of: <br /> Trip generation, distribution and assignment. Document should include source and <br /> methodology of the data that is presented. <br /> ADT, AM and PM peak hour volumes on all significantly affected streets and highways, <br /> including freeway ramps and crossroads, and controlling intersections. Traffic volumes <br /> should be presented for existing and future conditions, the later for a cumulative build and <br /> no-build scenario that includes all approved developments in the area. The coverage should <br /> include all traffic that would affect the facilities evaluated and should not be limited to <br /> projects under the jurisdiction of the lead agency. <br /> Traffic impacts should be evaluated in terms of Level of Service (LOS) analysis that is <br /> consistent with the most recent version of the Highway Capacity Manual (HCM), or by a <br /> uniform methodology, which is consistent with the HCM. <br /> Proposed mitigation should include highway improvements and modal alternates and any <br /> proposed funding mechanisms. <br /> 609540 Luoma UP-00-5(Pre-Application) 4/13/00 <br />
