Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Use Permit Application No. PA-0500162 with the Findings and Conditions of Approval <br /> contained in the staff report. <br /> Findings <br /> In order to approve the proposed Use Permit application, the Planning Commission must make the <br /> following Findings (Development Title Section 9-821.6): <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan; <br /> any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable <br /> plan adopted by the county. <br /> • This finding can be made because the proposed uses may be conditionally permitted in <br /> the R-L (Residential Low Density) zone with an approved Use Permit application. The <br /> project is also consistent with the goals, policies, standards, and maps of the General <br /> Plan. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing <br /> proposed roadways <br /> • This finding can be made because the project site has public road frontage on E. <br /> Lockeford Ranch Drive and because all of the services will be provided on the site in <br /> conformance with applicable ordinance requirements. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding can be made because the 4.85 acre parcel is of adequate size to <br /> accommodate the buildings and maneuvering and parking areas necessary for the <br /> project. The applicant is proposing a 16 foot wide one way aisle driveway and paved <br /> access for all areas of traffic. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare or <br /> be injurious to the property or improvements of adjacent properties. <br /> • This finding can be made because an Initial Study prepared for this project found no <br /> potentially significant environmental impacts. <br /> San Joaquin County PA-0500162\St. Joachim Church <br /> Community Development Page 4 <br />
