KLEINFELDER <br /> PROPOSAL <br /> PHASE I ENVIRONMENTAL SITE ASSESSMENT <br /> APN 205-100-16 AND 17 <br /> 19992 E. LONE TREE ROAD <br /> ESCALON, CALIFORNIA <br /> INTRODUCTION <br /> -. This proposal was developed after discussion with Mr. Larry Woltjer, and is a <br /> preliminary understanding of Mr. Woltjer's desires. Kleinfelder is committed to <br /> providing quality service to its clients, commensurate with their wants, needs and <br /> desired level of risk. All work for this project will be completed in accordance with the <br /> ASTM E1527-05 "Standard Practice for Environmental Site Assessments: Phase I <br /> Environmental Site Assessment Process." If a portion of this proposal does not meet <br /> .. the needs of Mr. Woltjer, or if those needs have changed, Kleinfelder will consider <br /> appropriate modifications, subject to the standards of care to which we adhere as <br /> professionals. Modifications such as changes in scope, methodology, scheduling, and <br /> contract terms may result in changes to the risks assumed by Mr. Woltjer as well as <br /> adjustments to our fees. We look forward to the opportunity to serve you. <br /> SCOPE OF WORK <br /> Task 1.0 Regulatory Agency and Other Records Review <br /> 1.1 Standard Environmental Record Sources: Federal and State <br /> A review of published lists of state and federal regulatory agency investigations <br /> and/or enforcement actions for the site and within the following ASTM minimum <br /> search distances of the site. <br /> • United States Environmental Protection Agency (U.S. EPA) National Priority <br /> List (NPL), RCRA Corrective Action (CORRACTS) Treatment, Storage and <br /> Disposal (TSD) facilities, and the Cal-EPA Department of Toxic Substances <br /> Control (DTSC) Cal-Sites List including the Bond Expenditure Plan (BEP) and <br /> Annual Workplan for the site and properties within one mile of the site. <br /> • U.S. EPA CERCLIS List, the RCRA non-CORRACTS TSD List, the Cal-EPA <br /> Office of Environmental Information Hazardous Waste and Substances Sites <br /> List (formerly the CORTESE List) Regional Water Quality Control Board Tank <br /> Tracking System, Regional Quality Control Board, SLIC List, the <br /> SWAT/WMUDS list (landfills), and California Integrated Waste Management <br /> Board SWIS list within one-half mile of the site. <br /> • The RCRA generators list, and the local or state list of registered <br /> underground storage tanks for the site and adjacent properties.
