The ASTM E-1527-00 Document referenced on Page 2 refers to de minimus environmental <br /> conditions. De minimus conditions generally do not present a material risk to public health <br /> or to the environment and generally would not include an enforcement action if observed by <br /> the appropriate governmental agencies. Household hazardous materials may be considered <br /> de minimus concerns if there has been no spillage or dumping. Spillage and dumping of a <br /> hazardous substance was not observed. <br /> The existing home on the property may contain lead paint, asbestos or hazardous materials <br /> that may or may not be typical. Typical household"hazardous materials"include gasoline, <br /> paint thinners, new and used motor oil, antifreeze, etc. <br /> Section 9-905.12 of San Joaquin County Development Title states"Corrective Action: If the <br /> report indicates there are surface and subsurface contamination, corrective action shall be <br /> recommended in the report and concurred with by Environmental Health prior to the <br /> issuance of the building permit." Therefore, it is my professional opinion that no corrective S, I <br /> action is required on the two proposed Parcels that are to compose the subject property. J <br /> The septic system density is extremely low on the property and surrounding areas. <br /> Consequently, the degree of nitrate-nitrogen impact from this source can be considered <br /> inconsequential. Nitrate impact would be considerably greater from agricultural production <br /> land. Application of ammonium sulfate material is in quantities below typical agronomic <br /> rates. <br /> As noted on the Lines of Equal Depth groundwater map, the static groundwater depth is <br /> approximately 70 feet. The lines of Equal Elevation map shows the groundwater directional <br /> flow to be in a northwesterly direction. This groundwater depth can be considered a <br /> medium depth and not necessarily easily impacted from adverse constituents, namely nitrate. <br /> The subject site is surrounded by properties that engage in production agriculture. <br /> Consequences of this surrounding land use include: noise, dust, odors, insects, machinery, <br /> crop dusting aircraft,trucks, exhaust and other environmental effects that may be offensive <br /> to some people. <br /> § 5.2 The Appendices, found in Section 7 incorporate all of the applicable information 2� <br /> referenced in this Report. <br /> § 5.3 See Page 7 for signature and stamp. <br /> § 5.4 Mr. and Mrs. Frost(the Applicants) are currently in the process of submitting the land use <br /> application.
