California 95205 <br /> Re: Application Number PA-0600498 (MS) -West Thalheim Spur Pipeline/Brocco Drain <br /> APN: 229-015-006 <br /> Dear Mr. Griffin: <br /> Thank you for the opportunity to review the above-noted California Environmental Quality Act (CEQA) referral. <br /> The Oakdale Irrigation District's (OID) West Thalheim Spur Pipeline and Brocco Drain are located on the project <br /> site, as shown on the enclosed project site map. The project site is currently listed as irrigable. The proposed <br /> parcel split will create two (2) parcels greater than ten (10) acres in size, which is the minimum allowable size <br /> required for continued irrigation under the enclosed OID Subdivision Parcel Map Policy. <br /> If the landowner wants to maintain the new project parcels as irrigable, certain conditions of the Subdivision <br /> Parcel Map Policy must be met, as listed below. If the landowner wants the project parcel to be declared non- <br /> irrigable, they may apply to OID for a Surface Water Irrigation Service Abandonment Agreement, to be approved <br /> by the Board of Directors. <br /> REQUIREMENTS- GENERAL <br /> 1. The District requires written, recorded easements for all of its facilities within the development area with <br /> the recorded instrument number noted on Parcel and Final (Subdivision) Maps. The above-noted West <br /> Thalheim Spur Pipeline will require a thirty (30) foot wide easement to be located along the north <br /> property line of the project site. The Brocco Drain is an open ditch facility, which requires a sixty(60) foot <br /> wide easement. Because the drain appears to be on or near the south property line of the project site, <br /> OID will accept an easement of thirty feet from the centerline of the facility, more or less, depending on <br /> the surveyed proximity of the drain centerline to the property line. The applicant is requested to verify the <br /> location of the Brocco Drain and apply for Grants of Easement from OID for both of the above-noted <br /> facilities. <br /> REQUIREMENTS- DRAINAGE <br /> 1 All drainage from lands that discharge to a District facility shall be under an approved District drainage <br /> agreement and compliant with existing District policy.
