Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Use Permit No. PA-1000031 with the Findings, Williamson Act Principles of <br /> Compatibility, and Conditions of Approval contained in the staff report. <br /> Findings w <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the.General Plan, any <br /> applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan <br /> adopted.by the County. <br /> This finding can be made because the-Agricultural Processing — Food Manufacturing use <br /> type may bO conditionally permitted in the AG-40 (General Agriculture, 40-acre minimum) <br /> zone with-an approved Use Permit application pursuant to the Development Title which <br /> implements the goals, policies, standards, and maps of the General Plan. No Master Plan, <br /> Specific Plans, or Special Purpose Plans are applicable to this project. <br /> 2. Adequate utilities; roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This finding;can be made because the project will be required to be served by an on-site well <br /> and septic system. Also, the construction of an individual sewage-disposal system under <br /> permit and inspection by the Environmental Health Department is required at the time of <br /> a development based on the San Joaquin County Sewage Standards and proposed population <br /> served. AII;.composting activities shall be subject to an application for,tier .notification <br /> permit from rthe Environmental Health Department. If floor drains are required, they must be <br /> plumbed through a sand/oil separator and discharged to an above ground system approved <br /> by the Environmental Health Department. All new storm water runoff from the new <br /> construction shall be contained on-site. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> This finding can be made because the parcel is 40.36 acres and is of adequate size and <br /> .shape to accommodate the proposed vegetable processing facility. The Site Plan shows <br /> that there is'sufficient area for parking and circulation, in compliance with.Standards of the <br /> .Development Title. Parking-requirements can be accommodated on the project site for the <br /> proposed number of employees. <br /> 4. Issuance of,thepermit will not be significantly detrimental to the public health, safety,,or welfare, or be <br /> injurious to the property or improvements of adjacent properties. <br /> • This finding.,can be made because the Initial Study prepared for the project found no <br /> potentially significant environmental impacts, <br /> San Joaquin County:"?
