j. The proposed project shall follow the practices in the County's "Small Site Storm Water <br /> Management Plan.' <br /> INFORMATIONAL NOTES: <br /> (1) This property is subject to the requirements of the San Joaquin County Mosquito and Vector <br /> Control District (209-982-4675) and the California Health and Safety Code for the prevention <br /> of mosquitoes. Best Management Practices guidelines for storm water devices, ponds, and <br /> wetlands are available. <br /> (2) All future building permits for projects located within a Special Flood Hazard Area at the time <br /> of permit. issuance shall meet the San Joaquin County flood hazard reduction requirements <br /> (Title 9, Chapter 9-1605) and all requirements of the State of California (CCR Title 23) that <br /> are in force at the time of permit issuance. As an example, these requirements may include <br /> raising the finish floor elevation one foot above the expected flood level and/or using flood <br /> resistant materials. <br /> 3. ENVIRONMENTAL HEALTH DEPARTMENT (Staff Contact: Ted Tasiopoulos, 953-7698) <br /> a. An application for Waste Discharge Requirements shall be submitted to the Central Valley <br /> Regional Water Quality Control Board prior to development. (California Water Code, Article 4, <br /> Section 13260) <br /> b. A soil suitabilitylnitrate loading study incorporating proposed staff and customer use shall be <br /> submitted to Environmental Health indicating that the area is suitable for septic system usage. <br /> The studies must be approved by Environmental Health prior to the issuance of building permits <br /> (Development Title Section 9-1105.2[d]). A review fee of$575.00 must be paid at the time of <br /> submittal to Environmental Health <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin <br /> County prior to approval. A percolation test that meets absorption rates of the manual of septic <br /> tank practice;or the EPA Design Manual for on-site waste water treatment and disposal systems <br /> is required for each parcel. A permit fee of$115 00 per percolation hole is required. <br /> c. The existing private water wells shall be tested for the chemical Dibromochloropropane (DBCP) <br /> and nitrates with the results submitted to Environmental Health prior to the issuance of building <br /> permits. Samples are to be taken and analyzed by a State approved laboratory (Development <br /> Title Section 9-1115.7) <br /> d Construction of an individual sewage disposal system under permit and inspection by <br /> Environmental Health is required at the time of development. (Development Title Sections 9- <br /> 1110.3 and 9-1110.4) <br /> e. The facility is required to submit an application for a tier notification permit to Environmental <br /> Health for ali composting activities prior to final occupancy. <br /> f If flood drains are required, they must be plumbed through a sandloil separator and discharged to <br /> an above-ground system approved by Environmental Health A registered engineer must design <br /> this system. The material collected in the above-ground holding system must be analyzed for <br /> hazardous constituents prior to disposal. Specific test requirements may be obtained from <br /> Environmental Health. A $230.00 plan check fee is required at the time of submittal. <br /> Conditions of Approval - 4 - PA-1000031 <br />
