operation, it is recommended that the applicant be required to install aleft-tum lane on Louis <br /> Avenue as a condition of approval. <br /> The County Department of Public Works recommends that the improvements and permits within the City <br /> of Manteca's portion of Louise Avenue be as required by the City. <br /> Noise <br /> The applicant has indicated that the loudest machine will not produce sound levels greater than 50 dB <br /> at the property line. County noise performance standards require that sound levels be below 70 dB at <br /> the property line during the day and 65 dB during the night. In a graduated scale (see Table 9-1025.9 <br /> of the Development Title, attached), noise levels at the property line may not exceed 50 dB for over 30 <br /> minutes in any hour during the daytime and 45 dB for over 30 minutes in any hour during the nighttime. <br /> The project must meet the County's noise performance standards. <br /> The nearest noise receptors are the offices of the Manteca Un Pied School District located adjacent to this <br /> site on the east. Other potentially sensitive noise receptors include residences to the northeast, east, <br /> west, and the agricultural land to the south, which is designated for residential development in the City <br /> of Manteca's General Plan. The nearest residence is approximately 1/3 mile from the existing buildings. <br /> Projected 2005 noise contours for Louise Avenue indicate 70 dB CNEL at 123 feet from the edge of <br /> pavement. Because this project must meet County noise performance standards, and because this <br /> project is not likely to produce noise greater than the noise from Louise Avenue, this project is not <br /> expected to have a significant noise impact. <br /> Dust/Air Quality <br /> Because County Ordinance requires that all processing be done indoors, dust will be kept to a minimum. <br /> The vermiculture operation and wholesale nursery require moisture and are not likely to generate <br /> significant levels of dust. In addition, water trucks will be on the site to reduce dust from wind rows. <br /> Parking and major circulation areas will be paved. Trailer storage areas will be graveled, and minor use <br /> areas will be chip sealed. The San Joaquin Valley Unified Air Pollution Control District noted that a <br /> Negative Declaration is appropriate from an air quality perspective. The District noted that air impacts will <br /> be associated with the construction phase of the project and provided the applicant with applicable <br /> regulations. <br /> Stormwater Drainage <br /> The applicant is proposing natural or existing drainage. The applicant has indicated that some of the <br /> drainage now flows into the South San Joaquin Irrigation District Drainage Canal on the west side of the <br /> project site. The District has stated that the applicant will not be allowed to discharge drain water of any <br /> kind into District facilities without approval of the District. The applicant has been informed that obtaining <br /> approval from the District is not assured.
