q. TOWER LIGHTS: For safety purposes, the communications tower shall be liq_hted according to the following: V (1) A red light shall be placed at or near the top of the tower. (2) A red light shall be placed at the vertical mid-point of the tower. (3) The lights shall operate twenty-four hours a day. (4) The lights shall conform to all lighting standards required by the Federal Aviation Administration. 2. PUBLIC WORKS DEPAFTMENT(Staff Contact: Michael Callahan, 468-3000) a. An encroachment permit shall be required for work within the road right-of-way. (Development Title Sections 9-1145.4 and 9-1145.5) b. The driveway approach shall be improved in accordance with the requirements of San Joaquin County Standard R-17 prior to issuance of the occupancy permit. (Development Title Section 9- 1145.5) c. The Traffic Impact Mitigation Fee shall be required for this development. The fee is due and payable at the time of building permit application. The fee currently is$194.70 per daily trip-end generated in the Manteca area. The fee shall be automatically adjusted July 1 of each year by the Engineering Construction Cost Index as published by the Engineering News Record. (Resolution R-00-433) d. A copy of the Final Sire Plan shall be submitted prior to the release of building permits. e. Any construction activity that results in the disturbance of at least one acre of soil shall require a State NPDES construction permit. 3. ENVIRONMENTAL HEALTH DEPARTMENT(Staff Contact: Mike Escotto, 468-3443) a. Any geotechnical drilling shall be conducted under permit and inspection by the Environmental Health Department. This project will require the conversion of Multi-Purpose Open Space habitat, and the applicant shall participate in the San Joaquin County Multi-Species Habitat Conservation and Open Space Plan Conditions of Approval - 2 - PA-0500090
