Prior to construction, obtain an injection well permit from the Health District after approval by the California Regional Water Quality Control Board and the Environmental Protection Agency. i . A cement grout seal will be required in the annular space between the outer conductor casing and the well casing to an impervious formation below 100 feet . 4 . Office of Emergency Services : The facility shall comply with Chapter 6 . 95 , Section 25500, et seq . , of the California Health and Safety Code . Prior to start-up of the facility, the applicant shall submit an Emergency Plan and a Risk Management and Prevention Plan to the Office of Emergency Services . A copy of each shall also be submitted to the Planning Division. 5 . Air Pollution Control District : a. Ammonia receiving, storage, and handling shall be done in a nuisance-free manner and shall comply with all require- ments of the Air Pollution Control District . b. The applicant shall obtain an Authority to Construct Permit prior to construction. Pursuant to Rule 201 of the San Joaquin County Air Pollution Rules and Regulations, the applicant obtained an Authority to Construct Permit from the San Joaquin Air Pollution Control District which was issued on June 19, 1987 . The permit will expire on June 19, 1989. A new Authority to Construct has been applied for and is currently awaiting the 30-day public comment period. This public comment period will end on May 20 , 1989 . All public comments will be addressed before the Authority to Construct is issued. c . Use water trucks and/or sprinklers as often as necessary to control dust . d. All vehicles leaving the work site shall be cleaned to prevent dirt and mud from reaching adjacent streets . e. Streets shall be kept free of dust and dirt . f . All trucks shall be covered. g. All internal combustion engines from construction vehicles shall be maintained and properly tuned.
