The project proponent shall construct a new access drive between Lovelace <br /> Road and the Hayre Farms chicken brooding facility. Details of the access drive <br /> shall be included on the Improvement Plan, shall be constructed to minimum Fire <br /> Code and County standards, and shall be installed prior to issuance of any <br /> building permits for the approved use. <br /> B. TRANSPORTATION AND CIRCULATION <br /> (1) POTENTIALLY SIGNIFICANT IMPACT: FRENCH CAMP ROAD-AIRPORT WAY <br /> INTERSECTION <br /> By the year 2010, the French Camp Road-Airport Way unsignalized intersection <br /> will operate at LOS 'D' during the mid-day peak hour. This future LOS, which <br /> includes intersection turning movements, is considered to be 'marginally <br /> unacceptable.' <br /> Finding: <br /> Changes or alteratons have been required in, or incorporated into, the project <br /> which avoid or substantially lessen the significant environmental effect as <br /> identified in the Final EIR. The mitigation measure is listed below. <br /> Statement of Fact: <br /> The impact will be reduced by the following: <br /> The County shall monitor traffic operations at the French Camp Road-Airport Way <br /> intersection to determine the appropriate type and timing of traffic control <br /> measures that may include signalization. <br /> (2) POTENTIALLY SIGNIFICANT IMPACT: FUTURE TRAFFIC ON FRENCH CAMP <br /> ROAD AND AIRPORT WAY <br /> The critical road segments of French Camp Road (from west of Airport Way to <br /> east of Union Road) and Airport Way (between French Camp Road to Lovelace <br /> Road) will be at LOS 'D' by 2010 (with or without the project). <br /> Finding: <br /> Changes or alterations have been required in, or incorporated into, the project <br /> which avoid or substantially lessen the significant environmental effect as <br /> identified in the Final EIR.
