J. HAZARDOUS MATERIALS
(1) POTENTIALLY SIGNIFICANT IMPACT: RETENTION POND WATER QUALITY
The retention pond will collect storm water runoff from the site. Since the transfer
and sorting facility are under a roof, the runoff from the facility should not contain
leachate from the waste disposal operation.
Findings:
Changes or alterations have been required in, or incorporated into, the project
which avoid or substantially lessen the significant environmental effect as
identified in the Final EIR.
Statement of Fact:
The impact will be reduced by the following:
Sample and test the retention pond water annually ff required by the Central
Valley Regional Water Quality Control Board.
(2) POTENTIALLY SIGNIFICANT IMPACT: EXPOSURE OF OLD LANDFILL DURING
CONSTRUCTION
An old landfill is known to exist along a portion of the northern site boundary. It
is planned to excavate this material and dispose of it off the site.
Finding:
Changes or afterations have been required in, or incorporated into, the project
which avoid or substantially lessen the significant environmental effect as
identified in the Final EIR. The mitigation measure is listed below.
Statement of Fact:
The impact will be reduced by the following:
The cut slope of the excavation area shall not exceed 2 feet horizontal to 1 foot
vertical (2:1). All excavated material should be disposed of at a County landfill.
I. IMPACTS WHICH ARE NOT MITIGATED TO LESS THAN SIGNIFICANT LEVELS
According to the FEIR, there are no project-related impacts that cannot be mitigated to less than
significant levels.
Attachment A - 10 - UP-93-2
