San Joaquin Valley <br /> Unified Air Pollution Control District <br /> June 14, 1993 )fo <br /> i" J 6 1993 <br /> Richard Larrouy i: <br /> Associate Planner <br /> San Joaquin County <br /> Community Development Department <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: REVIEW OF DRAFT ENVIRONMENTAL IMPACT REPORT FOR THE <br /> RENOVATION AND EXPANSION OF THE LOVELACE TRANSFER STATION <br /> UP-93-2 <br /> The District has reviewed the document referenced above and has the following <br /> recommendations and comments: <br /> PM-10 Nonattainment <br /> CO Nonattainment (for Stockton Urbanized Area) <br /> Ozone Nonattainment <br /> The California Clean Air Act,AB 2595, requires counties which are designated non-attainment <br /> to achieve a 5% annual reduction in emissions until the standards are met. <br /> The rules and regulations of the New Source Review Rule will apply to certain commercial and <br /> industrial sources. Pursuant to the District's rules and regulations, equipment which causes, <br /> has a potential for air pollution or has equipment for the controlling of such air pollution will <br /> need to apply for an Authority to Construct and a Permit to Operate. The specific <br /> processes/equipment mentioned in the draft environmental impact report which are under the <br /> regulatory requirements of the District are the gasoline fueling stations and emergency stand- <br /> by diesel-fired generators (those over 50 bhp). <br /> The District does not have any objections to the conclusions regarding the environmental <br /> impacts of this project. However, the project proponents will still need to apply for their <br /> Authority to Construct and Permit to Operate for the apparatus mentioned above. <br /> Subsequently, the project will need to apply the Best Available Control Technology. In <br /> addition, as the project undergoes engineering review by the District, all applicable prohibitory <br /> rules will be incorporated into the project, pursuant to the District's rules and regulations. The <br /> application of the emissions reduction credit rule will be determined through the engineering <br /> review whether it is applicable to this project or not. <br /> ®Pnnsp o fi11.Paps,. <br />
