General Plan &Zoning <br /> The General Plan designation for the project site is currently R/H (Residential / High <br /> Density) and R/L (Residential / Low Density). Due to the lack of public services, the <br /> property is currently zoned AU-20 (Agriculture Urban Reserve - 20 acre minimum parcel <br /> size). This use type, Religious Assembly - Community, may be permitted in the AU-20 <br /> zone subject to an approved Use Permit and is consistent with the underlying R/L and <br /> R/H General Plan designations. <br /> The project is proposed to be developed with all on-site services including private wells, <br /> on-site septic system and on-site storm drainage. The underlying General Plan <br /> designation for the surrounding properties is R/L and R/H. Pursuant to Development <br /> Title Section 9-1022.4[d][1], a masonry wall shall be required on any property line <br /> abutting an area shown on the General Plan for residential use. Therefore, a masonry <br /> wall will be required along the north and south property lines so as to screen the parking <br /> area and the church structures from any future residences on the adjacent properties. <br /> Land Use <br /> All of the properties adjacent to the project site are currently in agricultural use. Any <br /> aerial spraying on adjacent agricultural properties during the hours of operation of the <br /> proposed church may be an issue of concern regarding the health and safety of the <br /> parishioners. This issue will be addressed at the time of the Use Permit full application. <br /> Recreational Facilities <br /> The recreational features at the facility include batting cages, skateboard park, <br /> basketball and volleyball courts, and a softball field. The applicant has also proposed a <br /> picnic area and an outdoor amphitheater to be developed some time in the future. The <br /> recreational facilities are currently owned by the Church. <br /> In the past, the project site consisted of a recreation area for the public. Batting cages, <br /> miniature golf, a swimming pool, a golf driving range, and a skateboard park were all <br /> available, on a fee basis, for public use. At the time of that development, these were <br /> permitted uses in the I-A and I-H zone with an approved Use Permit. That use has not <br /> been in operation for several years and the zoning designation has changed to AU-20, <br /> however, the facilities, except for the miniature golf course, still remain. Unlike the ball <br /> field and courts, the batting cages and driving range are not typically considered <br /> accessory uses to a church. These uses are contained in the "Recreation - Outdoor <br /> Entertainment" use type in the Development Title. Currently, that use type is not a <br /> permitted use in the AU-20 zone. The applicant has proposed to have these uses remain <br /> on the property so that the church members may utilize them. The applicant is not <br /> proposing that they be refurbished and made available to the public for recreational <br /> purposes, as was done in the past. The full application must show that the proposed <br /> recreational uses are customarily incidental and subordinate to the main use. The size <br /> and number of the uses will be factors in making that determination. <br /> The Site Plan also displays a residence located on the property. A residence is a <br /> permitted use in the AU-20 zone and may be utilized as a parsonage, accessory to the <br /> church. <br />
