• Payment of a fair share contribution to the overall cost of the Special Purpose Plan for <br /> Lower Sacramento Road north of Eight Mile Road to Harney Lane. <br /> • Pay a fair share contribution to the overall cost of the Special Purpose Plan for Lower <br /> Sacramento Road between the Stockton city Limits and Ponce De Leon Avenue. <br /> • The entrances, exits and adjacent roadways shall be designed to allow for required sight <br /> distances. <br /> • Access shall be limited to right turn in and right turn out when Lower Sacramento Road is <br /> improved to the adopted Special Purpose Plan. In the interim, left turns into the site shall <br /> be allowed from a left-tum lane. <br /> • A left-turn lane shall be constructed to access the site. <br /> • The applicant shall comply with all other mitigation measures (attached) identified in the <br /> Traffic Study by David Evans and Associates, Inc., dated July 3, 2001. <br /> The design of the project and the recommended mitigation measures are consistent with the <br /> Special Purpose Plan for Lower Sacramento Road. <br /> Parking and Driveways <br /> The applicant has proposed the use of aggregate base driveways and aggregate base parking <br /> areas. However, Development Title Section 9-1015.5(e) states that all parking spaces, <br /> driveways, and maneuvering areas shall be surfaced and permanently maintained with <br /> asphalt concrete or portland cement to provide a durable, dust-free surface. Therefore, the <br /> applicant will be required to provide said surfacing as a Condition of Approval for the project. <br /> Noise <br /> The applicant has proposed to construct an amphitheater on the property as part of the Use <br /> Permit. The applicant has stated that only small vocal choral performances will be presented. <br /> No amplified music will be permitted. Therefore, noise impacts are not anticipated to be <br /> significant. Amplified music is not consistent with the General Plan designations of R/H and <br /> R/L. <br /> Neiqhborhood Issues <br /> The Community Development Department received one letter in support of the project. <br /> However, the letter did raise concerns regarding agricultural spraying, fencing, screening, <br /> traffic, noise, and irrigation. As stated above, Precissi Flying Service had no concerns <br /> regarding the project. <br /> The neighbor was also concerned about trespass onto his property from church members and <br /> the risk of injury from an existing electrical fence. The applicant has proposed to construct a <br /> wall along the property lines abutting the parking areas. This is required by Development Title <br /> Section 9-1022.4(d)(1).
