In the interim, left turns into the site shall
be allowed from a left-tum lane.
• A left-turn lane shall be constructed to access the site.
• The applicant shall comply with all other mitigation measures (attached) identified in the
Traffic Study by David Evans and Associates, Inc., dated July 3, 2001.
The design of the project and the recommended mitigation measures are consistent with the
Special Purpose Plan for Lower Sacramento Road.
Parking and Driveways
The applicant has proposed the use of aggregate base driveways and aggregate base parking
areas. However, Development Title Section 9-1015.5(e) states that all parking spaces,
driveways, and maneuvering areas shall be surfaced and permanently maintained with
asphalt concrete or portland cement to provide a durable, dust-free surface. Therefore, the
applicant will be required to provide said surfacing as a Condition of Approval for the project.
Noise
The applicant has proposed to construct an amphitheater on the property as part of the Use
Permit. The applicant has stated that only small vocal choral performances will be presented.
No amplified music will be permitted. Therefore, noise impacts are not anticipated to be
significant. Amplified music is not consistent with the General Plan designations of R/H and
R/L.
Neiqhborhood Issues
The Community Development Department received one letter in support of the project.
However, the letter did raise concerns regarding agricultural spraying, fencing, screening,
traffic, noise, and irrigation. As stated above, Precissi Flying Service had no concerns
regarding the project.
The neighbor was also concerned about trespass onto his property from church members and
the risk of injury from an existing electrical fence. The applicant has proposed to construct a
wall along the property lines abutting the parking areas. This is required by Development Title
Section 9-1022.4(d)(1). Fencing shall be required along the property lines in all other areas of
the project site to deter trespass onto neighboring properties.
San Joaquin County UP-00-21\Delta Church of Nazarene
Community Development Page 5
