The project site is located on the east side of Lower Sacramento Road, 1200-feet south <br /> of Eight Mile Road, north of Stockton. (Use Type: Religious Services - Community) <br /> Under this use type, the maximum number of seats for religious assembly shall be 499. <br /> A Pre-Application conference for the proposed project was held on December 27, 2000. <br /> This Use Permit application is scheduled to be heard before the Planning Commission <br /> on April 5, 2001. The Community Development Department has reviewed the <br /> application and will be recommending that it be approved subject to the following <br /> conditions of approval. <br /> Unless otherwise specified, all Conditions of Approval and ordinance requirements <br /> shall be fulfilled prior to the establishment of the use and the issuance of any <br /> building permits. Those Conditions followed by a Section Number have been <br /> identified as ordinance requirements pertinent to this application. Ordinance <br /> requirements cannot be modified, and other ordinance requirements may apply. <br /> 1. COMMUNITY DEVELOPMENT DEPARTMENT (Staff Contact: Jeff Fisher,468-9653) <br /> a. BUILDING PERMIT: Submit an "APPLICATION-COMMERCIAL BUILDING <br /> PERMIT'. The Site Plan required as a part of the building permit must be prepared <br /> by a registered civil engineer or licensed architect. This Plan must show drainage, <br /> driveway access details including gates, on-site parking, landscaping, signs, <br /> existing and proposed utility services, and grading (refer to the"SITE PLAN CHECK <br /> LIST' for details). A fee is required for the Site Plan review. (Development Title <br /> Section 9-884) <br /> b. APPROVED USE: This approval is for the construction of a church facility <br /> consisting of religious services, Sunday school, and some recreational uses as <br /> shown on the Plan submitted February 7, 2001 (Use Type: Religious Services— <br /> Community— Maximum of 499 seats). The project is to be developed in three <br /> phases (over 5 years) as follows: <br /> Phase I <br /> 14,180 square-foot building for the purposes of worship, education, and <br /> administration <br /> • Aggregate base driveway <br /> • Aggregate base parking area containing 87 parking spaces <br /> Phase II <br /> 16,000 square-foot multi-use, worship building, containing 499 seats. <br /> Aggregate base parking area containing 294 parking spaces <br /> Phase III <br /> • 7,400 square-foot education building <br /> c. STORM DRAINAGE: Stormwater drainage shall be retained on-site. The drainage <br /> pattern and corresponding storm drain improvements shall be shown on the Site <br />
