adjusted July 1 of each year by the Engineering Construction Cost Index as published <br /> by the Engineering News Record. (Resolutions R-90-304 & R-91-1025) <br /> C. The frontage improvements for Lower Sacramento Road across the developed portion or <br /> frontage created by the Parcel Map shall be constructed in conformance with standards <br /> for one-half of a 110-foot-wide right-of-way expressway street and as required by the <br /> traffic study. The construction of the frontage improvements not required by the traffic <br /> study will be deferred upon execution by the owner of a Deferred Frontage and Roadway <br /> Improvement Agreement or a Secured Deferred Frontage and Roadway Improvement <br /> Agreement with a deposit equivalent to the estimated construction costs prior to approval <br /> of the Improvement Plan. A$250.00 fee currently is required for processing, per Planning <br /> Title Section 9-10502, in addition to a copy of the Grant Deed and an estimate for the <br /> required frontage improvements. The estimate and legal description shall be prepared <br /> by a Registered Civil Engineer with a typical section drawing on a form to be supplied by <br /> the Department of Public Works and submitted to Public Works for approval. As an <br /> option, Public Works will prepare the drawing and estimate for an additional fee of <br /> $100.00. Acceleration, deceleration, and left-turn lanes may be required prior to full <br /> widening of Lower Sacramento Road. (Planning Title Section 9-2123) <br /> d. A traffic study shall be required to determine the impacts and mitigation measures. The <br /> developer shall deposit with the County the funds for all costs, as estimated by the Public <br /> Facilities Division of Public Works, prior to Public Works preparing or contracting for the <br /> required study. Mitigation measures shall be required prior to full widening of Lower <br /> Sacramento Road. (Planning Title Section 9-2123) <br /> e. The driveway shall be combined with the driveway of Bear Creek Community Church to <br /> the north or be relocated to the south property line. (Planning Title Section 9-2123) <br /> f. An encroachment permit shall be required for work within the road right-of-way. (Streets <br /> and Highway Title Section 10-3103) <br /> g. The Water Supply Facilities Impact Mitigation Fee will be required for this development. <br /> The fee is due and payable at the time of building permit application. The fee currently <br /> is $221.26 per 1,000 gross square feet of building designated as 'Service Commercial.' <br /> If no building permit is required, the fee will be exempt. The fee shall be automatically <br /> increased on January 1 of each year at the rate of 6.9 percent. An additional 3.5 percent <br /> shall be added to the fee upon payment for processing and administering the program. <br /> (Resolution R-91-327) <br /> h. A Parcel Map for the proposed Minor Subdivision application shall be recorded prior to <br /> approval of the Improvement Plan. <br /> 3. PUBLIC HEALTH SERVICES: <br /> a. A soil suitability study as required by Section 10100 of the San Joaquin County <br /> Development Code must be performed prior to recordation of the final map to indicate <br /> that the area is suitable for septic tank usage.
