1. USE PERMIT NO. PA-0300666 OF FAROOQIA ISLAMIC CENTER(C/O M. ARIL KHAN) to establish <br /> the Farooqia Islamic Center in two phases. Phase One will consist of a 1,600 square foot temporary tent <br /> structure to be used for worshipping and fundraising purposes and a 8,600 square foot classroom <br /> building. The proposed school will be for grades K-4 and enroll approximately 50 students. Phase Two, <br /> to begin within 36 months of approval, will include a 12,900 square foot worship hall for up to 440 <br /> worshippers. The tent structure will be removed after the completion of Phase Two. The project site is <br /> located on the east side of Lower.Sacramento Road, 1950:feet south of Harney Lane,southwest of Lodi <br /> (Supervisorial District 4). This item is continued.from the.rneeting of December 2,,2004,with the hearing <br /> open. <br /> Chairman Solari reminded everyone that this meeting will be pertaining to planning land use issues only. <br /> Jennifer Jolley, Senior Planner, introduced the staff report intothe record_ <br /> PUBLIC HEARING OPENED: <br /> PROPONENTS <br /> Commissioner Morri said that he had received a lot of correspondence regarding this project but has not <br /> spoken with anyone_ <br /> Commissioner Stocker said he spoke with some people regarding this project. <br /> Commissioner Eley said he received a number of phone calls as well as correspondence regarding this <br /> project but has not spoken with anyone. <br /> Commissioner Carter said she received correspondence regarding this project but has not spoken with <br /> anyone. <br /> Chairman Solari said he received a number of phone calls but was unable to return the calls. <br /> Steven Belzer, 1201 "K" Street, Sacramento, said he is the attorney for the Farooquia Islamic Center. A tent <br /> will be put on site on a temporary basis. Mr_ Belzer added that this project would be an asset to the <br /> community <br /> Commissioner Eley said there are compatibility concerns with the pesticides used by neighbors. <br /> Mr. Belzer indicated that they will not put children in harms way and said that the agreements address that <br /> issue. He added that Farooquia Islamic Center would be responsible. <br /> Commissioner Eley asked what agricultural use will be made for the remaining acreage. <br /> Nasim Khan, Board Member for Farooqia Islamic Center, 1112 Rivergate Drive, Lodi, said that there will be <br /> vegetables, strawberries, and corn. He also indicated that there is a buffer between the project and the <br /> neighbors. <br /> Commissioner Morri asked Mr. Belzer if the facility would be utilized by other surrounding congregations. <br /> Mr. Khan said the people who signed the petition are supporters of the project. They will not be utilizing the <br /> facilities on a regular basis. <br /> Commissioner Morri asked when Phase 2 would be completed. <br /> Mr. Khan said as soon as possible.
