C-) <br /> construction of the frontage improvements will be deferred upori execution by the owner of a <br /> Deferred Frontage and Roadway Improvement Agreement or a Secured Deferred Frontage and <br /> Roadway Improvement Agreement with a deposit equivalent to the estimated construction costs <br /> prior to approval of the Improvement Plan. A$325.00 fee currently is required for-processing, per <br /> Development Title Table 9-240.2, in addition to a copy of the Grant Deed and an estimate for the <br /> requiredfrontage irnprOvements. The.estimate.shall;be.prepared by a registered civil engineer. <br /> with a typical sectiod drawing ona form to be supplied by PublieWorks for approval. Asan <br /> option,'Public Works wil(prepare the drawing and estirnate`foran additional fee of$140.00: The <br /> fee due will be based..on the current'fee schedule. The applicant shall pay a.fair share contribution of 4.87 percent, which equates to $9,740.00, for <br /> the signaiization at the intersection of Lower Sacramento Road and Harney Lane. The fair share <br /> contribution shall be paid prior to the issuance of the Certificate of Occupancy. <br /> i. Traffic originating from the north shall access the site by traveling south along Davis Road, West <br /> Lane, or other roadway to Armstrong Road, then from Armstrong Road to north-bound Lower <br /> Sacramento Road. Access to the site from south-bound Lower Sacramento Road is prohibited. <br /> j. Access shall be limited to right-turn in and right-turn out in conformance with the Lower <br /> Sacramento Road Special Purpose Plan. <br /> k_ Until the improvements to Lower Sacramento Road, as outlined in the Special Purpose Plan, are <br /> constructed, persons accessing the site shall not make U-turns along Lower Sacramento Road. <br /> NOTE: Any construction activity that results in the disturbance of at least one acre of soil shall 4 <br /> require a State NPDES construction permit. <br /> NOTE: The Lower Sacramento Road Special Purpose Plan requires a raised median to be <br /> constructed, thus eliminating left-turn capability in the project area. <br /> NOTE: No U-turns are allowed at the intersection of Lower Sacramento Road and Armstrong Road. <br /> 3. ENVIRONMENTAL HEALTH DEPARTMENT(Staff Contact: Raymond Borges, 468-3284) <br /> a. Environmental Health requires a soil suitability/nitrate loading study, incorporating proposed staff <br /> and customer use, indicating that the area is suitable for septic tank usage. This must be <br /> performed prior to issuance of building permits(Development Title Section 9-11052[d]). A review <br /> fee of$465.00 must be paid at the time of submittal to Environmental Health. <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin <br /> County prior to approval.
