b The driveway approaches shall be improved conceptually in accordance with the requirements of <br /> San Joaquin County Standards R-17 prior to issuance of the occupancy permit (Development Title <br /> Section 9-1145.5) <br /> c. The frontage improvements for N. Lower Sacramento Road shall be constructed in conformance <br /> with the standards for one-half of a 110-foot-wide right-of-way Major Arterial Road. The construction <br /> of the frontage improvements will be deferred upon execution by the owner of a Secured Deferred <br /> Frontage and Roadway Improvement Agreement with a deposit equivalent to the estimated <br /> construction costs prior to approval of the Improvement Plan. A$756.00 fee currently is required for <br /> processing per Development Title Table 9-420.2 in addition to a copy of the Grant Deed and an <br /> estimate for the required frontage improvements. The estimate shall be prepared by a registered <br /> civil engineer with a typical section drawing on a form to be supplied by Public Works for approval. <br /> As an option, Public Works will prepare the drawing and estimate for an additional fee of$330.00. <br /> The fee will be based on the current fee schedule. (Development Title Section 9-1150.2) <br /> d. The Traffic Impact Mitigation Fee shall be required for this development. The fee is due and payable <br /> at the time of building permit application. The fee shall be automatically adjusted July 1 of each year <br /> by the Engineering Construction Cost Index as published by the Engineering News Record. <br /> (Resolution R-00-433) <br /> e. The Regional Transportation Impact Fee shall be required for this development. The fee is due and <br /> payable at the time of building permit application. The fee is based on the current schedule. <br /> (Resolution R-06-38) <br /> f. A copy of the Final Site Plan shall be submitted prior to the release of building permits. <br /> g. Verification shall be obtained from the Solid Waste Division (468-3066) that this development has <br /> met the requirements of the Waste Plan for Development Projects. The Final Site Plan is required <br /> upon submittal of verification. <br /> h. Drainage from the site shall be retained on the site by a retention basin and meet the requirements of <br /> San Joaquin County Development Standards. Retention ponds shall be fenced with six-foot-high <br /> chain--line fence or equal with the maximum design depth is 18 inches or more. Required retention <br /> basin capacity shall be calculated by a registered civil engineer, licensed contractor, or an architect <br /> prior to the release of building permits. (Development Title Section 9-1135.9) <br /> i. Dischargers whose projects disturb one or more acres of soil are required to obtain coverage under <br /> the General Permit for Discharges of Storm Water Associated With Construction Activity <br /> (Construction General Permit 99-08-DWQ). Construction activity subject to this permit includes <br /> clearing, grading, and disturbances to the ground such as stockpiling or excavation but does not <br /> include regular maintenance activities performed to restore the original line, grade, or capacity of the <br /> facility <br /> j. Construction;sites that result in soil disturbance of one acre or greater will require the preparation <br /> and implementation of a Storm Water Pollution Prevention Plan meeting the requirements of the <br /> State Water Resources Control Board Order No. 99-08-DWQ,Waste Discharge Requirements for <br /> Discharges of Storm Water Runoff Associated With Construction Activity(General Permit). <br /> k.
