Rick Griffin -2- <br /> COMMUNITY DEVELOPMENT <br /> PA-0800259 (UP) <br /> RECOMMENDATIONS: <br /> 1. An encroachment permit shall be required for work within road right-of-way. (Development Title Sections <br /> 9-1145.4 and 9-1145.5) <br /> 2. The driveway approach shall be improved in accordance with the requirements of San Joaquin County <br /> Standards R-17 prior to issuance of the occupancy permit. (Development Title Section 9-1145.5) <br /> 3. The frontage improvements for N. Lower Sacramento Road shall be constructed in conformance with the <br /> standards for one-half of a 110-foot right-of-way Major Arterial Road. The construction of the frontage <br /> improvements will be deferred upon execution by the owner of a Secured Deferred Frontage and Roadway <br /> Improvement Agreement with a deposit equivalent to their estimated construction costs prior to approval of <br /> Improvement Plan. (A $756.00 fee currently is required for processing per Development Title Table 9- <br /> 240.2 in addition to a copy of the Grant Deed and an estimate for the required frontage improvements. The <br /> estimate shall be prepared by a registered civil engineer with a typical section drawing on a form to be <br /> supplied by the Department of Public Works for approval. As an option, the Department of Public Works <br /> will prepare the drawing and estimate for an additional fee of$330.00.) (The fee due will be based on the <br /> current fee schedule.) (Development Title Section 9-1150.2) <br /> 4. The Traffic Impact Mitigation Fee shall be required for this development. The fee is due and payable at the <br /> time of building permit application. (The fee currently is $ 2,715.00 per 1,000 gross square foot of building <br /> designated as Service/Commercial in the Lodi area. The fee shall be automatically adjusted July 1 of each 3 <br /> year by the Engineering Construction Cost Jndex as published by the Engineering News Record. <br /> (Resolutions R-00-433) <br /> 5. The Regional Transportation Impact Fee shall be required for this development. The fee is due and <br /> payable at the time of building permit application. The fee currently is $1,430.00 per 1,000 gross square <br /> foot of building designated as Service/Commercial. The fee is based on the current schedule. (Resolution <br /> R-06-38) <br /> 6. A copy of the Final Site Plan shall be submitted prior to release of building permit. <br /> 7. Verification shall be obtained from the Solid Waste Division(468-3066)that this development has met the <br /> requirements of the Waste Plan Format for Development Projects. Final Site Plan is required upon <br /> submittal of verification. <br /> 8. Drainage from the site shall be retained on-site by a retention basin and meet the requirements of San <br /> Joaquin County Development Standards. Retention ponds shall be fenced with six(6) foot high chain link <br /> fence or equal when the maximum design depth is 18 inches or more. Required retention basin capacity <br /> shall be calculated by a registered civil engineer, licensed contractor or an architect prior to release of <br /> Building Permit. (Development Title Section 9-1135.9) <br /> 9. Dischargers whose projects disturb I or more acres of soil are required to obtain coverage under the General <br /> Permit for Discharges of Storm Water Associated with Construction Activity(Construction General Permit, <br /> 99-08-DWQ). Construction activity subject to this permit includes clearing, grading and disturbances to the <br /> ground such as stockpiling, or excavation,but does not include regular maintenance activities performed to <br /> restore the original line, grade, or capacity of the facility. <br />
