Analysis <br /> Background <br /> This application was submitted prior to adoption of the Wireless Telecommunication Facilities Ordinance. <br /> As a result, the item was scheduled for a public hearing, with the understanding that if the Ordinance was <br /> approved by the Board of Supervisors,the item would be taken off the agenda and acted upon at the staff <br /> level, unless the item became controversial. This Site Approval application is being referred to the <br /> Planning Commission based on neighborhood opposition. The proposed project is consistent with the <br /> provisions contained in the Wireless Telecommunication Facilities ordinance. <br /> Zoning <br /> On May 25, 1997, the San Joaquin County Board of Supervisors approved Development Title Text <br /> Amendment No. TA-97-1, which added the Wireless Telecommunications Facilities to the Development <br /> Title and grouped all commercial activities that provide electronic communication of information and <br /> entertainment to the public under the Communication Services use type. Under the new requirements, <br /> the proposed 70-foot-high wireless services tower would be classified as a 'Communication Services - <br /> Type III use type, which may be conditionally permitted in the A-G zone with an approved Site Approval <br /> application. Wireless services are regulated by the Wireless Bureau of the Federal Communications <br /> Commission (FCC). <br /> The Lodi Precissi Airpark elevation is 24 feet, USGS Datum. The horizontal surface is at 174 feet, USGS <br /> Datum. The conical surface extends above and outward from the horizontal surface on a 20:1 angle. No <br /> �- structures are permitted to penetrate this surface. Therefore, within the horizontal surface, no structures <br /> can exceed a height of 150 feet. The proposed 70-foot-high tower is within the conical surface but below <br /> the conical surface elevation. Thus, no conflicts are anticipated with airpark operations. <br /> Airport <br /> The site is located approximately 1.5 miles north of Lodi Precissi Airpark. Referrals were sent to the <br /> Kingdon Airport, Lodi Airpark, and the Airport Land Use Commission, and no responses were received. <br /> Neighborhood Opposition <br /> One letter was received from a neighbor in opposition to the proposed 70-foot-high tower.
