Analysis Background This application was submitted prior to adoption of the Wireless Telecommunication Facilities Ordinance. As a result, the item was scheduled for a public hearing, with the understanding that if the Ordinance was approved by the Board of Supervisors, the item would be taken off the agenda and acted upon at the staff level, unless the item became controversial. As a result of the application referral, one letter was received requesting a copy of the Planning Commission's action on the project, and another letter was received from radio station KSTN expressing concern that the proposed wireless communication monopole not interfere with their directional antenna array. Consequently, this item has been left on the public hearing calendar. The proposed project is consistent with the provisions contained in the Wireless Telecommunication Facilities ordinance. Zoning On May 25, 1997, the San Joaquin County Board of Supervisors approved Development Title Text Amendment No. TA-97-1, which added the Wireless Telecommunications Facilities to the Development Title and grouped all commercial activities that provide electronic communication of information and entertainment to the public under the Communication Services use type. Under the new requirements, the proposed 70-foot-high wireless services tower would be classified as a "Communication Services - Type II' use type, which may be conditionally permitted in the AU-20 zone with an approved Site Approval application. Wireless services are regulated by the Wireless Bureau of the Federal Communications Commission (FCC). The Stockton Metropolitan Airport elevation is 30.5 feet, USGS Datum. The horizontal surface elevation for the airport is 180.5 feet, USGS Datum. The project site is within the horizontal surface area. No structures in this area may exceed the horizontal surface elevation of 180.5 feet, USGS Datum. This means that no structure can exceed a height of 150 feet. The proposed 70-foot-high tower is below the horizontal surface elevation. Airport The site is located approximately 1.5 miles north of the edge of the runway of the Stockton Metropolitan Airport.
