Analysis <br /> Background <br /> This application was submitted prior to adoption of the Wireless Telecommunications Facilities Ordinance. <br /> As a result, the item was scheduled for a public hearing,with the understanding that if the Ordinance was <br /> approved by the Board of Supervisors,the item would be taken off the agenda and acted upon at the staff <br /> level, unless the item became controversial. One letter, requesting copies of the Planning Commission's <br /> action and environmental determination was received, so the project has been left on the public hearing <br /> calendar. The proposed project is consistent with the provisions contained in the Wireless <br /> Telecommunication Facilities ordinance. <br /> Zoning <br /> On May 25, 1997, the San Joaquin County Board of Supervisors approved Development Title Text <br /> Amendment No. TA-97-1, which added the Wireless Telecommunications Facilities to the Development <br /> Title and grouped all commercial activities that provide electronic communication of information and <br /> entertainment to the public under the Communication Services use type. Under the new requirements, <br /> the proposed 70-foot-high wireless services tower would be classified as a "Communication Services - <br /> Type IP use type, which may be conditionally permitted in the C-C zone with an approved Site Approval <br /> application.
