1 <br /> 1.0 INTRODUCTION AND PROPOSED DEVELOPMENT: <br /> ' 1.1 Description of site: The project consists of one legal parcel. The subject Assessor's Parcel <br /> Numbers are 105-100-20 (partial) and 105-100-21. The project is in an agricultural area. The <br /> parcel is zoned AG-40. There was previously a 1.5 acre parcel created on a portion of <br /> ' APN 105-100-20. That is not part of this application. <br /> 1.2 Description of Proposed Development: It is proposed to create two lots from the existing <br /> ' parcel. One is a homesite parcel and one is a remainder parcel. In accordance with the San Joaquin <br /> County Development Title,this Surface and Subsurface Contamination Report(SSCR)is being <br /> submitted for approval. This report will investigate the property for visual or historical environmental <br /> ' contamination based on field observation, interviews with the owner, and County records. (This SSCR <br /> includes no chemical analysis). <br /> ' 1.3 Parcel location map: (See Appendix for Tentative Map with Vicinity Map and APN page). <br /> 1.4 Site Map: (See Appendix for Tentative Map). <br /> ' 2.0 PAST PRESENT, AND PROPOSED FUTURE USES OF THIS SITE: <br /> ' 2.1 Discussion of Past, Present, and Proposed Future Uses: The primary source of information of <br /> the historic use of this property is testimony from one of the owners, Michael Machado. Mr. Machado <br /> ' was interviewed in January, 2019. The owners have owned the parcel for more than ten years. The land <br /> use has not changed significantly under their tenure. It has been used for agriculture with one residence. <br /> ' Presently the property has one residence, an orchard and bare ground. There are no imminent plans to <br /> change its use. The surrounding area is an agricultural area. All chemicals used in his farming <br /> operation are applied per the manufacturer's recommendation and under permit by the San Joaquin <br /> ' County Agricultural Commissioner's office (Permit Number 39-18-3900324) <br /> 3.0 IDENTIFICATION OF ALL PAST AND CURRENT SOURCES OF <br /> ' CONTAMINATION: <br /> 3.1 Methods used to research: Methods used to research this parcel were records researched at the <br /> ' San Joaquin County Agriculture Commissioners office in January, 2019 (see appendix for results). An <br /> onsite survey was performed on January 20, 2019 by Joe Murphy of Dillon&Murphy. The San Joaquin <br /> County Environmental Health Department's underground storage tank mitigation database list did not <br /> ' yield any concerns. <br /> 3.2 Description of all past on-site potential and/or known above and below ground sources of <br /> ' contamination identified at the project site: Past on-site potentials for contaminations are low. The <br /> property has been an orchard with one residence for over ten years. Historically there have been no <br /> underground storage tanks. The owner has no knowledge of improper above ground storage of <br /> chemicals on the subject parcel. <br /> 1 <br />
