1) COMMUNITY DEVELOPMENT DEPARTMENT (Staff Contact: Jose Rubianes, 953-7509 ) a) IMPROVEMENT PLAN. Submit an "APPLICATION-IMPROVEMENT PLAN". The Site Plan required must be prepared by a registered civil engineer or licensed architect. This Plan must show drainage, driveway access details including gates, on-site parking, landscaping, signs, existing and proposed utility services, and grading (refer to the "SITE PLAN CHECK LIST" for details). A fee is required for the Site Plan review. (Development Title Section 9-884) b) APPROVED USE: This approval is for A 148-space 117,000 square-foot recreational storage facility as shown on the Site Plan dated December 19, 2003. The use of the site is restricted to the dry storage of privately owned recreational vehicles pursuant to Ordinance No. 3934. Boat storage is not permitted. c) BUSINESS LICENSE: The applicant shall secure an approved Business License prior to initiation of the use. The business license may be applied for concurrently with the Improvement Plan application. (Section 7-1000 of the County Ordinance Code) d) STORM DRAINAGE: Storm water drainage shall be retained on-site. The drainage pattern and corresponding storm drain improvements shall be shown on the Site Plan. Drainage calculations prepared by a registered civil engineer or architect shall be included. (Development Title Section 9-1135) e) PARKING: Off-street parking shall be provided and comply with the following: i) All parking surfaces, driveways, and maneuvering areas shall be surfaced and permanently maintained with base material of appropriate depth and asphalt concrete or Portland cement concrete to provide a durable, dust-free surface. Bumper guards shall be provided where necessary to protect adjacent structures or properties (Development Title Section 9-1015.5). Aggregate base or chip seal may be used for individual R.V. parking spaces. f) LIGHTING: Lighting shall be provided and comply with the following: i) If the parking area is to be used at night, parking lot and security lighting shall be installed. (Development Title Section 9-1015.5[g]) ii) Any lighting shall be designed to confine direct rays to the premises. This project shall comply with the County's light and glare performance standards. Lighting plans prepared by an electrical engineer, or other lighting professional approved by the Director, shall be submitted with the Site Plans. (Development Title Section 1025.6) g) LANDSCAPING: Landscaping shall be provided and comply with the following: i) A minimum ten (10) foot wide landscaped strip, respecting the ultimate right-of-way width of State Route 120, shall be installed across the frontage of the project site.
