Dear Ms. Allen: SJCOG, Inc. has reviewed applications PA-0400523 (SA)this project involves a site approval for the expansion of an industrial complex to be completed in three phases. Phase one to the construction of a 127, 650 square foot building. Phase two to include the construction of a 76,500 square foot building.Phase three to include the construction of an 81,500 square foot building.This project site is located at the east terminus of Palm Avenue (private road)located on the east side of Austin Road,1/4 mile south of State Route 99,south of Manteca. San Joaquin County is a signatory to San Joaquin County Multi-Species Habitat Conservation and Open Space Plan (SJMSCP). Participation in the SJMSCP satisfies requirements of both the state and federal endangered species acts, and ensures that the impacts are mitigated below a level of significance in compliance with the California Environmental Quality Act(CEQA). Although participation in the SJMSCP is voluntary, lead agents should be aware that if project applicants choose against participating in the SJMSCP,they will be required to provide alternative mitigation in an amount and kind equal to that provided in the SJMSCP. This project requires the conversion of Agriculture Land and as such should condition the project applicant(s)to participate in the SJMSCP. Prior to receiving building permit a SJMSCP biological survey must be completed and coverage must be granted. The project is located within the unmapped land use areas and as per the requirements of the SJMSCP those projects are subject to case-by-case review by the Habitat Technical Advisory Committee(TAC)prior to participation.
