c. If fill dirt is brought to the excavation site, tarps or soil stabilizers shall be placed on the dirt piles to <br /> minimize dust problems. <br /> d. When heavy equipment leaves the construction site, all excessive dirt accumulations on the <br /> equipment shall be cleaned. <br /> e. On-site vehicle speed shall be limited to 15 miles per hour. Vehicle speed control can reduce <br /> fugitive dust,-,emissions from unpaved roads and areas at construction sites by up to 60 percent, <br /> assuming compliance with the 15 mph speed limit. <br /> f. Ensure that all internal combustion engine driven equipment is properly tuned to the manufacturer's <br /> specifications. <br /> g. Limit onsite idle time of heavy equipment to 10 minutes. <br /> h. Encourage employees to rideshare or carpool to the job site to reduce the amount of vehicle traffic <br /> to and from the project area. <br /> i. During the smog season (May through October), the construction period should be lengthened to <br /> minimize the number of vehicles and equipment operating at the same level. <br /> j. When available, natural gas powered or electric equipment shall be utilized in lieu of gasoline and <br /> diesel powered engines. <br /> 5. CALIFORNIA WATER QUALITY CONTROL BOARD CENTRAL VALLEY REGION (Staff Contact: <br /> Chris Holm, 916-255-3000) <br /> a. The project will be subject to the General Stormwater Permit if there is any runoff from disturbed <br /> areas of the applicant's property. <br /> 6. UNITED STATES FISH AND WILDLIFE SERVICE (Staff Contact: Wayne White, 916-979-2728) <br /> a. Fence and flag all areas to be avoided. Provide a minimum setback of at least 20 feet from the <br /> dripline of each elderberry plant. <br /> b. Brief contractors on the need to avoid damaging the elderberry plants and the possible penalties for <br /> not complying with the requirements. <br /> c. Put up signs every 50 feet along the edge of the avoidance areas with the following information: <br /> "This area is habitat of the valley elderberry longhorn beetle, a threatened species, and must not be <br /> disturbed. This species is protected by the Endangered Species Act of 1973, as amended. <br /> Violators are subject to prosecution, fines, and imprisonment." The signs should be clearly <br /> readable from a distance of 20 feet and must be maintained for the duration of construction. <br /> d.
