Item No. 5 <br /> PC: 10-22-92 <br /> UP-92-26 - <br /> Page 3 <br /> Traffic/Circulation/Parking: <br /> The site has access by frontage on Peltier Road. The applicant is proposing a single 30-foot-wide <br /> driveway. By ordinance, the driveways shall be 35 to 40 feet wide. <br /> Also proposed is a 33,050-square-foot graveled truck parking lot. It is recommended that the <br /> parking and circulation drive lanes be surfaced with a minimum of two inches of asphalt concrete <br /> or four inches of Portland Cement concrete and that other areas that could potentially have <br /> vehicular traffic should be surfaced with a chip seal. On the Improvement Plan, the parking area <br /> may need to be expanded to show adequate parking and circulation for ten trucks. <br /> In addition to the truck parking, 11 paved parking spaces are required for autos to comply with <br /> the requirements of the Planing Title(2 per 1,000 square feet of office space [1] plus one for each <br /> employee on the busiest shift [10]). <br /> One residence is likely to produce 10 daily passenger car trips. Ten employees will likely produce <br /> 10 daily passenger car trips. The ten trucks will likely produce 10 daily truck trips or 20 daily <br /> passenger car equivalents. Therefore, this project, at buildout, is likely to produce 40 daily <br /> passenger car equivalent trips(80 trip ends). As this project is limited to 10 trucks, and is located <br /> on a minor arterial 600 feet from a freeway on-ramp, it is unlikely that this project will have a <br /> significant impact on the level of service of the local highways. The Department of Public Works <br /> is not requiring a traffic study. <br /> Landscaping/Signs: <br /> Consistent with requirements of the Ttle, the applicant is proposing five-foot-wide landscaped <br /> strips along adjacent properties and a ten-foot-wide landscaped strip along Peltier Road. No <br /> signs are proposed. <br /> FACILITIES/SERVICES: <br /> Storm Drainage: <br /> The applicant is proposing 'natural drainage' to the street and adjacent properties. However, it <br /> is recommended that an on-site storm drainage pond be provided. In addition, Section 9- <br /> 4004.4(k)(16) requires that all drainage from asphalted and cemented parking and driveway areas <br /> be routed through an oil/sand trap tank prior to entering an on-site retention basin. <br /> ENVIRONMENTAL CONSIDERATIONS: <br /> An Initial Study was prepared for this project on August 31, 1992, and no significant environmental <br /> impacts were identified. On the basis of that review, a Negative Declaration was prepared. In addition, <br /> a Certificate of Fee Exemption with a'De Minimis Impact Finding' has been prepared which indicates that <br /> this project could not have a significant impact on fish and wildlife resources. <br />
