Mitigation measures which apply after the construction
phase is a complete comprehensive set of strategies
designed to influence travel behavior with respect to
travel mode , time of travel , travel frequency, route used,
or distance traveled. Transportation Control Measures
(TCM) while are primary limited to employers , programs for
residential projects are of great concern. Trip reduction
measures may typically include bicycle lanes , bus
shelters , bus turnouts , bus benches , and park-and-ride
lots . It is not adequate to simply commit to preparing a
TCM plan before occupancy.
In addition, all mitigation measures should be implemented
as conditions of approval for the project with significant
adverse air quality impacts unless findings are not
feasible , specific to each mitigation measure , are made
which can be logically supported by evidences in the
public record ( CEQA Guidelines Section 15091 ( a ) ( 3 ) .
It is recommended that the mitigation measures found
feasible in an Initial Study/EIR be implemented in the
order in which they are listed in this letter until the
impacts have been mitigated to below the significant
threshold.
Projects may propose other mitigation measures not
included in this letter. Applicant( s ) and the lead agency
should consult with San Joaquin County APCD prior to
including miscellaneous mitigation measures in the
environmental document .
The District appreciates the opportunity to comment . If
,you have any questions regarding the matter , please do not
hesitate to contact Abdul-Salaam at ( 209) 468-3470 .
Jogi Khanna , M.D; M.P.H. ,
Public Health Officer and
Air Pollution Officer
Lakhmir Grewal , Direc or
Air Pollution Control District
JK/LG/AS e
