Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Use Permit Application No. UP-01-5 with the Findings and Conditions of Approval <br /> contained in the staff report. <br /> Findings <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, <br /> any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan <br /> adopted by the County. <br /> • This finding can be made because community churches (Use Type: Religious Assembly— <br /> Community) may be conditionally permitted in the AU-20 zone with an approved Use <br /> Permit application. In addition,the proposed use conforms to the City of Stockton's <br /> General Plan. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This finding can be made because adequate utilities, roadway improvements, and <br /> infrastructure facilities have been properly reviewed and mitigated. The City of Stockton <br /> has provided a "will-serve" letter indicating that the project parcel is located within the <br /> City of Stockton South Water System service area and that water services are available. <br /> The Department of Environmental Health is requiring that sewage disposal be served by a <br /> package treatment system. The Department of Public Works is requiring that a detention <br /> pond be constructed to provide adequate storm drainage for the development. In addition, <br /> the Department of Public Works is requiring that driveway approaches be improved in <br /> accordance with requirements of San Joaquin County Standards R-17, Traffic Impact <br /> Mitigation Fees be collected, and the applicants pay fair share of the improvement costs <br /> for installation of a traffic signal at the intersection of French Camp Road and Ponderosa <br /> Street. <br /> 3 The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding can be made because the 3.5-acre parcel is of adequate size to accommodate <br /> the number of required parking spaces, building setbacks, and septic and storm drainage <br /> improvements. <br /> San Joaquin County UP-01-51Jehovah's Witnesses <br /> Community Development Pane 5 <br />
