SA-92-25 °I-MNING DIVISION <br /> Thank you for asking for comments about Application No. SA-92-25, for the <br /> Pacifex French Camp Warehouse expansion. This facility is regulated under the <br /> Regional Board's "waiver policy" for retail fertilizer dealers, in which <br /> dealers are expected to follow certain management practices. A list of <br /> management practices is attached. <br /> The Board will require Pacifex to construct their expansion so as to meet the <br /> practices found in Sections D (material transfer points) , E (blending and <br /> mixing areas) , F (fertilizer wash and rinse facilities) , G (tank farms) , and H <br /> (dilute fertilizer solutions containment) of the Waiver Policy. We will <br /> expect all the management practices to be in place when the new tank farm i <br /> begins operation. <br /> In addition, we are somewhat concerned about the stormwater drainage being <br /> retained on site. If the Waiver Policy is strictly adhered to, then there <br /> should be no fertilizer product entering the stormwater pond. However, if <br /> leaks and spills are not attended to, then there is the potential for <br /> fertilizer residue to degrade groundwater via the pond. In order to determine <br /> whether Pacifex's housekeeping practices are -satisfactory, the Board may <br /> require Pacifex to sample the pond water during the winter months . <br /> Please keep me informed as to the progress of this application.
